About The Position

InterAgency Inc. is seeking an experienced Practice Lead to establish and grow our water & wastewater engineering practice. This is a high-engagement, multi-faceted role: you will pursue new business, establish technical standards, hire and develop the engineers who join the practice, and serve as the primary technical authority on InterAgency's water and wastewater work. Our current projects center on water and wastewater conveyance in the Mid-Atlantic region, with our current client base including DC Water, WSSC, Fairfax, Loudoun, Arlington and AlexRenew.

Requirements

  • Master's degree in Civil Engineering, Environmental Engineering, or a closely related discipline.
  • 15+ years of progressive engineering experience with a primary focus on water and wastewater conveyance (gravity sewers and interceptors, force mains, water transmission and distribution mains, pumping and lift stations, diversion and flow control structures, and/or tunnels and trenchless construction).
  • Current Professional Engineer (PE) license. Licensure in Washington, DC, Maryland, or Virginia preferred; candidates eligible for licensure by reciprocity will be considered.
  • Demonstrated experience serving as technical lead, project manager, or program manager on water or wastewater capital programs, with direct authority over scope, budget, schedule, and technical quality.
  • Strong working knowledge of conveyance planning and design practice: hydraulic capacity evaluation, condition assessment, alternatives analysis, rehabilitation versus replacement strategy, pump station and force main design, and construction-phase engineering support.
  • Demonstrated success in business development (identifying pursuits, positioning on prime teams, and converting relationships into contracted work).
  • Demonstrated experience hiring, mentoring, and supervising technical staff.
  • Strong client and agency-facing communication skills, with experience as the senior point of contact on a program or contract.
  • Comfort building process and technical standards from the ground up.

Nice To Haves

  • Experience supporting water resources and environmental infrastructure projects in the DC–Maryland–Virginia region.
  • Experience with alternative delivery, including Progressive Design-Build and CMAR
  • DBIA certification.
  • CCM certification.
  • Prior experience standing up a new technical practice or service line within a growing firm.

Responsibilities

  • Lead teams in planning, design, and program management for water and wastewater engineering projects, including linear infrastructure, trenchless and tunneling, diversion and flow control structures, pumping and lift stations, and program-level services.
  • Provide senior technical oversight for InterAgency's water and wastewater engineering deliverables prepared by staff and teaming partners.
  • Serve as the primary client and agency contact on active task orders, managing budget, schedule, and technical quality, and communicating project status, technical issues, and key decisions directly.
  • Position InterAgency on prime teams, manage teaming relationships and agreements, and develop new client and teaming relationships across the Mid-Atlantic region.
  • Lead the preparation of SOQs, technical proposals, scopes of work, fee estimates, and project schedules, and support business development and project pursuits through technical input and client presentations.
  • Participate in relevant professional organizations and attend or present at events.
  • Be able to direct, scope, and critically review work produced by others in AutoCAD/Civil 3D, GIS, and hydraulic modeling platforms.
  • Supervise the preparation of reports and other technical documentation.
  • Build the engineering team from the ground up: participate in interviewing and hiring project engineers and EITs, define role progression and QA/QC standards, and provide direct technical mentorship and work-product review.
