As a frontline leader, you will shape permitting strategy, negotiate complex public‑right‑of‑way terms including Caltrans, coach and develop a high‑performing team, and enable safe, efficient execution of critical capital projects across wildfire mitigation, grid modernization, infrastructure renewal, and other essential initiatives. Requirements

Five or more years of combined experience performing or supervising acquisition of construction permits.

Nice To Haves

Bachelor’s degree or higher in Business Administration, Public Administration, Engineering, Environmental Studies, Urban Planning, or a related field.
Experience leading teams responsible for permitting, regulatory compliance, construction coordination, or agency negotiations.
Experience and strong knowledge of permitting processes for Utility Construction, including experience working with public agencies, municipalities, and transportation authorities (e.g., CalTrans).
Experience negotiating permit terms and conditions, resolve agency concerns, and streamline multi agency regulatory workflows.
Experience supporting capital project execution in utility, energy, infrastructure, or other highly regulated environments.
Experience building strategies, set priorities, and drive process improvements in fast paced operational settings.
Strong communication and relationship building skills when working with internal partners, external agencies, and construction stakeholders.
Experience coaching, mentoring, and developing technical staff such as permit specialists, analysts, and compliance advisors.

Responsibilities

Oversees the end-to-end permit acquisition process engaging key internal and external stakeholders with various state and local agencies for a variety of maintenance and capital construction projects.
Submits and tracks permits, communication and engagement with project management, planning, engineering, LPA, agency relations, law, and external agencies.
Maintains records.
Develops and implements strategies to expedite the permitting process to minimize project delays.
Negotiates permit terms and conditions to acquire excavation/encroachment permits and traffic control permits for work performed in the Public Right of Way under the franchise agreement for approximately 50 agencies and Caltrans.
Supports the development of workflow strategies to manage resources and meet forecasted demand for permit acquisition, including performance metrics.
Manages external permit contractors for traffic control design and permit acquisition, establishing clear performance expectations and results.
Develops strategies to improve processes and performance to mitigate permit acquisition delays of capital projects from inception through post-construction.
Reviews and communicates agency and Caltrans requirements and standards to impacted parties to ensure awareness and compliance requirements are met.
