About The Position

The Defense Sector at Leidos is seeking a Power Platform Developer to join the Sentinel Task Order and the Enterprise Operations Framework (EOF) Product Team. EOF is a strategic enterprise capability that transforms existing Microsoft investments (Microsoft 365, Power Platform, SharePoint, Teams, Power BI, Azure, and Dataverse) into a standardized, reusable operating framework for program execution across the company. This role is responsible for designing, building, and maintaining the reusable Power Platform components — Power Apps, Power Automate flows, and Dataverse solutions — that power each Program Operations Environment (POE). The developer will work at the center of EOF's federated innovation model: building enterprise-grade, reusable capabilities that PMOs can configure and extend through governed citizen development and evaluating program-level innovations for standardization back into the core framework.

Requirements

  • Bachelor's degree in Computer Science, Information Systems, or a related field, and 4 or more years of relevant experience; additional years of relevant experience may be considered in lieu of a degree.
  • Hands-on development experience with Microsoft Power Platform, including Power Apps (canvas and/or model-driven) and Power Automate.
  • Working knowledge of Dataverse, including data modeling, table relationships, and security roles.
  • Experience building or maintaining Power BI reports/dashboards.
  • Familiarity with Power Platform governance concepts, such as environment strategy, Data Loss Prevention (DLP) policies, and managed environments.
  • Understanding of SharePoint Online and Microsoft 365 as integration points for Power Platform solutions.
  • Ability to obtain and maintain a security clearance or suitability determination as required by contract (specific level to be defined by program requirements).
  • Strong problem-solving skills and the ability to translate operational requirements into functional, reusable technical solutions.
  • Must be a U.S. citizen (or otherwise eligible per contract requirements) and able to work on-site/hybrid as required by the program location.

Nice To Haves

  • Microsoft certifications such as PL-200 (Power Platform Functional Consultant), PL-400 (Power Platform Developer), or PL-600 (Power Platform Solution Architect).
  • Experience with Power Platform ALM practices, including solution management, pipelines, and source control (e.g., Azure DevOps, GitHub).
  • Experience developing custom connectors, plugins, or PCF (Power Apps Component Framework) components.
  • Prior experience supporting a shared services or enterprise platform team, building components intended for reuse across multiple programs rather than single, one-off solutions.
  • Familiarity with governed citizen development models, including Center of Excellence (CoE) frameworks for Power Platform.
  • Experience integrating Power Platform solutions with ServiceNow or similar IT service management tools.
  • Experience in a federal or government contracting environment, including familiarity with CUI or similar data handling requirements as they apply to application development.
  • Basic scripting/development experience (e.g., JavaScript, C#, Power Fx) to support advanced customizations.

Responsibilities

  • Design, develop, and maintain Power Apps (canvas and model-driven) that serve as core, reusable components of the Program Operations Environment (POE).
  • Build and optimize Power Automate workflows to support program operations, including document management, approvals, notifications, and reporting processes.
  • Design and maintain Dataverse data models, tables, relationships, and security roles to support enterprise and program-level solutions.
  • Develop and maintain Power BI reports and dashboards that feed executive and program-level reporting requirements.
  • Partner with the Cybersecurity/M365 Engineer to ensure all Power Platform solutions align with security baselines (RBAC, DLP policies, environment strategy) and CUI handling requirements.
  • Build solutions using Application Lifecycle Management (ALM) best practices, including use of solution packaging, source control, and managed environments/pipelines.
  • Support the federated innovation model by reviewing PMO-built customizations, providing technical guidance, and identifying successful innovations for standardization into the core EOF component library.
  • Maintain and expand the reusable workflow and component catalog, ensuring components are well-documented, configurable, and reusable across multiple POEs.
  • Troubleshoot and resolve technical issues within deployed Power Platform solutions, escalating architecture-level concerns to the broader EOF Product Team.
  • Contribute to technical documentation, including solution design documents, component libraries, and developer standards/guidelines for citizen developers.
  • Support integration of Power Platform solutions with other enterprise systems (e.g., ServiceNow) as EOF capabilities expand.
  • Participate in lessons-learned reviews following POE deployments to refine development standards and reusable components for future programs.
