About The Position

We are seeking an accomplished Power Platform Developer to join a purpose-driven professional services firm supporting diverse federal program missions. This role is a hands-on delivery position on a federal contract, working closely with the Defense Health Agency (DHA) business owners, the DHA J-6 Power Platform Center of Excellence, and cybersecurity personnel. As a mission-critical member of the DHA Business Process Automation and Visualization team, you will operate within the DHA Microsoft 365 tenant and DHA J-6 Power Platform environments. Your responsibilities will include designing, building, testing, deploying, and sustaining Power Apps (canvas and model-driven), Power Automate flows, Dataverse data models, and Power BI datasets/dashboards. These solutions will automate high-volume administrative workflows and provide DHA leaders with faster, evidence-based decisions on readiness, patient access, workforce, and mission execution. You will operate as a non-personal-services contractor, adhering to the standards in the DHA Performance Work Statement (PWS), accountable to Potomac Haven's Program Manager, and will not perform any inherently governmental functions.

Responsibilities

  • Design, develop, configure, unit-test, and deploy canvas and model-driven Power Apps that digitize DHA business processes, applying Section 508 accessibility, mobile-responsive design, and DHA-standard user experience patterns. Implement CAC/PIV-based access and least-privilege role security consistent with DHA J-6 direction.
  • Build, test, and maintain cloud flows, desktop flows, and business process flows that automate approvals, notifications, data movement, and system-to-system integrations. Use only Government-approved connectors consistent with the DHA J-6 Power Platform environment strategy and Data Loss Prevention (DLP) policies. Instrument flows for observability, error handling, retry logic, and Government-visible run history.
  • Design and maintain Dataverse tables, columns, relationships, business rules, and security roles that support the applications and analytics. Manage data migrations, environment-to-environment moves, and reference data governance. Align data model designs to interoperability requirements.
  • Develop Power BI datasets, semantic models, reports, and role-based dashboards for DHA leadership, mid-level management, and operator personas. Implement row-level security, data lineage documentation, refresh SLAs, and certified-content promotion in the DHA Power BI service. Provide visualization support for the DHA Business Process Automation and Visualization mission outcomes.
  • Manage solutions using Managed Environments, solution layering, and source-controlled export/import to move code across Dev ? Test ? Stage ? Production per DHA-approved pipelines. Follow DHA-directed configuration management, change control, code review, and release management practices. Support integration with DHA-designated code repositories and CI/CD tooling.
  • Implement solutions in accordance with DHA cybersecurity direction, DHA J-6 Power Platform Center of Excellence governance, and applicable NIST/DoD security controls. Prepare and update RMF artifacts, security documentation, and Plan of Action & Milestones (POA&M) entries as directed by the Government. Protect Protected Health Information (PHI), Personally Identifiable Information (PII), and Controlled Unclassified Information (CUI) throughout the solution life cycle.
  • Execute unit, integration, user acceptance, accessibility (Section 508), and security testing on all deliverables. Support operations, sustainment, and engineering support of deployed solutions — including monitoring, defect remediation, minor enhancements, and end-user support consistent with DHA PWS Service Level Requirements. Contribute to transition-in and transition-out activities as directed by the DHA.
  • Produce and maintain solution documentation, design artifacts, run books, and end-user materials. Contribute to CDRLs — including status reports and other deliverables identified. Support training, adoption analytics, and knowledge transfer to DHA staff and DHA J-6 Power Platform Center of Excellence stakeholders.
  • Work collaboratively with DHA business owners, the Contracting Officer's Representative (COR), the DHA J-6 Power Platform Center of Excellence, other DHA J-6 divisions (e.g., Business Operations, Cyber Security, Engineering Solutions Architecture–Business Analytics, Solution Delivery, Infrastructure & Operations), and Potomac Haven program leadership. Participate in requirements elicitation, backlog refinement, sprint reviews, and Agile ceremonies as specified by the DHA PWS. Operate as a non-personal-services contractor at all times and immediately notify the Potomac Haven Program Manager if any Government direction could constitute personal services.
  • Contribute reusable components, connectors, templates, and patterns to the DHA J-6 Power Platform Center of Excellence library, subject to Government direction and licensing. Recommend Continuous Process Improvement (CPI) opportunities aligned to DHA CPI competition categories where surfaced during delivery.
