About The Position

Enterprise Community Partners' Policy Research and Development (PD&R) team is seeking a Research Fellow to support its research agenda, with a specific focus on increasing the supply of affordable housing. The Research Fellow will conduct qualitative and quantitative research and contribute to the publication of research products such as featured stories, issue briefs, and whitepapers. These publications will focus on policy solutions aimed at expanding and preserving housing supply. The role involves collaboration with internal and external partners to ensure research is informed by on-the-ground expertise and stakeholder knowledge. This position reports to the Senior Director, Policy Research, and is a 1-year fellowship with a possibility of extension. A cover letter is required for consideration.

Requirements

Undergraduate degree required.
At least 1-3 years of experience in housing policy research or related fields.
Demonstrated research expertise with the ability to analyze complex housing and community development issues, assess potential solutions, and identify actionable policy recommendations.
Excellent written and verbal communication skills.
Ability to work in a non-partisan environment.
Strong organizational and project management skills, with great attention to detail and the ability to successfully work on multiple time-sensitive requests simultaneously and with autonomy.
Self-motivation; ability to work both independently and as a team player.
Curiosity, critical thinking, and creative problem-solving skills.
Excellent interpersonal skills and demonstrated ability to build and manage external relationships.

Nice To Haves

Preference for candidates with urban planning, public policy, and/or affordable housing experience and knowledge.
Graduate degree may be substituted for up to 2 years of experience.
Familiarity with programs like Excel and R is strongly preferred.

Responsibilities

Research, analyze, and synthesize housing supply strategies, including land use and zoning reforms, public land development, missing middle housing, innovative construction techniques, access to capital, publicly financed mixed-income housing, and affordability preservation tools.
Support organizational research needs by providing rapid research response to internal requests from across Enterprise.
Track and analyze the impact of policy proposals and changes on the production and preservation of housing supply, as well as provide support to shape policy priorities related to housing supply and finance.
Draft and review congressional testimony, letters, and legislative analyses as needed.
Represent Enterprise in key coalitions to advance our housing supply priorities.
Attend and take notes at Congressional hearings, conferences, and meetings.
Support preparing research grant proposals as needed.
General administrative duties as necessary.
Work collaboratively with the rest of the public policy team in a thoughtful and focused way.
Display flexibility while working with other Enterprise departments.
