About The Position

To provide senior level strategic advice, manage issues, develop and analyze policy options for the consideration of the Executive Director and Senior Management team and co-ordinate and lead intergovernmental activities and initiatives related to divisional priorities.

Requirements

  • Post-secondary education in Public Administration, Public Policy, Political Science, Business Administration, Environmental Studies, Urban Planning, or a related discipline, or an equivalent combination of education and experience (i.e. training with Indigenous knowledge keepers and Elders).
  • Considerable experience conducting policy research, analysis and evaluation, with an emphasis on intergovernmental focus, including the development of strategic recommendations, policy options and implementation plans.
  • Considerable experience in handling multiple and diverse projects from inception through implementation with minimal directions, and the ability to initiate, coordinate and manage the implementation of creative solutions.
  • Experience providing strategic advice, briefing materials, reports and presentations to senior management and executive leadership on complex organizational, operational and policy matters.
  • Experience researching and analyzing federal, provincial and local legislation, regulations, Council directives and emerging issues, and assessing their potential impacts on organizational policies, programs and operations.
  • Strong analytical and problem-solving skills with the ability to assess complex issues, interpret information from multiple sources and develop practical, evidence-based solutions.
  • Excellent interpersonal, consultation and relationship management skills, with experience building effective partnerships and working collaboratively with senior leaders, government agencies, boards, commissions and federal, provincial external stakeholders.
  • Excellent verbal and written communication skills, including the ability to communicate complex information clearly and concisely to diverse audiences.
  • Ability to handle confidential, politically sensitive and time-sensitive information with a high degree of professionalism, judgment and discretion.

Nice To Haves

  • Knowledge of federal, provincial, municipal government structures, governance processes, Council decision-making frameworks and public sector policy development practices is considered an asset.

Responsibilities

  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Drafts responses and provides guidance in the development of briefs, policy documents and other material.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations.
  • Consults and provides strategic advice to the Director, ECF and Senior Management team regarding research, reports, relevant key activities from other levels of government and corporate initiatives.
  • Drafts/develops presentations for the Director, EFC on intergovernmental, corporate/cluster/divisional initiatives and/or other required topics.
  • Provides research and analysis on a wide range of municipal issues.
  • Develops options for policies, management practices, performance measures and recommends changes to support management functions and improve intergovernmental processes and activities.
  • Drafts reports for the Director, ECF, on corporate and cluster/divisional issues, projects and related matters.
  • Deals with confidential and sensitive information affecting operations, assets and resources.
  • Analyzes the potential impact of proposed legislation and regulations and recommends changes to operational policies or procedures to comply with any changes in legal mandates.
  • Manages input into the City's Agenda Management System and attends strategic meetings to ensure the interests of Division(s) are represented in a coordinated fashion.
  • Reviews and analyzes Council and Committee agendas, reports, including in-camera and decisions identifying items for the Senior Management Team that will impact on operations and initiates necessary action to respond to these items. Maintains records regarding outstanding reports.
  • Maintains a continuous and thorough knowledge of current corporate and other clusters issues and initiatives.
  • Provides liaison between the City Manager’s Office and General Managers/Executive Directors, Agencies, Boards, Commissions and Committees.
  • Participates on various Committees and Task Forces as a cluster/divisional representative.
