About The Position

Reporting to the Division Chief in the Office of the Fire Chief, the Policy and Planning Advisor will provide senior level strategic advice, manage projects, develop and analyze policy options for the consideration of the Fire Chief and Division Senior Management Team.

Requirements

  • Post-secondary education in public administration or a discipline pertinent to the job function or equivalent combination of education and experience.
  • Extensive experience in providing senior level strategic advice, policy/program development and evaluation.
  • Considerable experience preparing reports, briefing notes and presentations for Senior Leadership Team (SLT), combined with knowledge of Council operations.
  • Considerable experience in the effective delivery of project management involving multiple stakeholders.
  • Knowledge in research methodology, and policy and research tools to conduct research and analyze issues.
  • Excellent judgement with an ability to work independently on confidential and sensitive matters.
  • Excellent analytical skills with the ability to effectively identify problems, propose solutions and follow through with the implementation of decisions.
  • Ability to build and maintain partnerships and collaborate with stakeholders.
  • Strong communication skills with the ability to develop, deliver presentations to a variety of audiences, including Senior Management.

Responsibilities

  • Provides strategic advice to the Fire Chief and Divisional Senior Management team regarding research, reports and corporate initiatives.
  • Develops options for policies, management functions and improve efficiency and effectiveness of service delivery.
  • Manages the research, analysis, evaluation and preparation of recommendations concerning policy and other related issues and prepares reports to standing committees and Council.
  • Liaises with other Divisions within the City to develop impactful policies.
  • Manages assigned projects, ensuring teamwork and communication.
  • Maintains high standards of work quality, organizational performance and continuous learning.
  • Drafts reports and prepares presentations for the Fire Chief and Division Chief on corporate and divisional initiatives and other required topics.
  • Drafts responses and provides guidance in the development of briefs, policy documents and other material.
  • Deals with confidential and sensitive information affecting Toronto Fire Services operations, assets and resources.
  • Analyzes the potential impact of proposed legislation and regulations and recommends changes to operational policies or procedures.
  • Maintains a continuous and thorough knowledge of current fire services industry, municipal, and corporate issues and initiatives.
  • Deals with confidential and sensitive information affecting Toronto Fire Services operations, assets and resources.
  • Represents the Division at meetings and consults with members of the pubic, Council and staff.
  • Participates on various Committees and Task Forces as a divisional representative.
