The Department of Healthcare and Family Services, Division of Child Support Services is seeking a qualified and motivated individual to join our Bureau of Policy and Program Support in the role of Enforcement Unit Manager. This includes developing, implementing, and evaluating program reviews of existing enforcement procedures to ensure efficiency, while managing the review, summarization, and analyzation of proposed and adopted state and federal statutes and federal regulations to determine state options in conforming with applicable statutes and regulations related to the enforcement functions of the child support program. The ideal candidate will be a proactive leader, creative problem solver and strategic thinker to be successful in evaluating the operations of the Enforcement Unit implementing objectives for improvement, while maintaining working relationships with other governmental professional organizations. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience enforcing state and federal statutes and regulations for a public or business organization
  • This position requires the ability to pass a national background check prior to employment due to accessing confidential tax information
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

  • Two (2) years of professional experience utilizing statistical analysis to evaluate organizational performance
  • Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, conducting performance evaluations, training staff and approving time off
  • Two (2) years of experience developing, monitoring and evaluating operating policies and procedures
  • Two (2) years of experience reviewing, evaluating, and assisting in the development, coordination and analysis of training created for division staff
  • Two (2) years of professional experience reviewing and analyzing federal and state child support regulations
  • Two (2) years of professional experience directing and evaluating the planning and implementation of enhancements and revisions to program policy and procedures
  • Two (2) years of experience ensuring organizational compliance with federal and state laws, rules and regulations

Responsibilities

  • Subject to management approval, serves as the Policy Enforcement Unit Manager for the Division of Child Support Services (CSS) – Bureau of Policy and Program Support by planning, directing, and evaluating the Enforcement Unit of the Policy Section
  • Serves as full line supervisor
  • Directs and evaluates the development and updating of a complex written manual translating child support decisions into state policy and practice
  • Assists the Policy Manager in convening and coordinating the bi-weekly Policy Committee and Governance Boardmeetings
  • Assists the Section Manager with developing, conducting, and evaluating in-house training programs associated with the enforcement functions
  • Develops and conducts single purpose research projects for management consideration of program expansion and accountability
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
