About The Position

The Division of Child Support Services (DCSS) aims to ensure that all children receive financial and medical support from both parents. This is achieved through locating parents, establishing paternity and support obligations, enforcing these obligations, and connecting parents with resources to overcome payment barriers. DCSS supports county child support services programs with case management tools, policy, performance, operational assistance, and training. The Policy Unit leads the Colorado Child Support Services (CSS) program by influencing and supporting program policy. Its purpose is to implement federal requirements of Title IV-D of the Social Security Act, continuously improve the CSS program by designing and implementing changes to Colorado law, state rules, and procedures, provide policy support and guidance to the Division, and offer quality supervision and policy guidance to 54 county Child Support units. This position serves as the Staff Authority to the Division of Child Support Services in various assigned programmatic areas, which may include: Intake, Current and Enforcing, Review and Adjustment, Post Order Change of Physical Care, Enforcement, Income Withholding, Bankruptcy, Locate, Financial, Case Closure, Administrative Reviews, and/or Emancipation. The position has three main areas of responsibility: serving as the key staff lead in developing, implementing, and maintaining Division policy, procedure, and regulation; providing technical expertise and direction to Division and county Child Support Services staff on assigned subject matter areas; and serving as a regional representative to support county Child Support Services programs with policy compliance and performance improvement.

Requirements

  • Seven (7) years of professional experience in policy analysis within a government agency, department, or program; legal research in the area of family law; or working in the Child Support Services program.
  • OR Bachelor's degree from an accredited institution in a field of study related to the work assignment and three (3) years of professional experience in policy analysis within a government agency, department, or program; legal research in the area of family law; or working in the Child Support Services program equal to seven (7) years.
  • 1075 background check (access to Federal Tax information) and reference check required.
  • State of Colorado residency at the time of application (unless otherwise identified in the posting), and residency within the state throughout the duration of employment in this position.

  • Experience with the Automated Child Support Enforcement System (ACSES)
  • Experience with analyzing, implementing, and evaluating policy, legislation, and/or regulations
  • Excellent writing skills so that information can be communicated clearly
  • Technical assistance and/or training experience
  • Experience successfully communicating both in verbal and written form to high level audiences
  • Proven organizational and project management skills
  • Ability to balance the needs and intent of the Federal and State guidelines with the needs of stakeholders
  • Ability to creatively analyze and interpret information necessary to make decisions

Responsibilities
