About The Position

The Policies and Agreements Branch Manager position oversees Intergovernmental Relations staff and works closely with MCDOT professionals, federal, state, regional, and/or local jurisdictions, and other organizations to develop and manage the department’s policies, procedures, and standard operating procedures, as well as coordinate intergovernmental relations activities, develop intergovernmental agreements, and negotiate agreement terms.

Requirements

  • Three years of government experience in communications, stakeholder relationships, or writing legal and/or technical documents
  • Bachelor’s degree in Communication, Public Administration, Political Science, Pre-Law, History, or a closely related field
  • Successful candidates must currently possess, or have the ability to obtain, a valid Arizona driver's license by the time of hire.

Nice To Haves

  • At least two years of experience supervising employees
  • Two years of experience working in the transportation industry
  • Two years of experience writing government policy, legal, or technical documents

Responsibilities

  • Plan, direct, and lead MCDOT’s Policies and Agreements Branch, including but not limited to hiring and supervising staff responsible for intergovernmental agreements, policies, procedures, and Transportation Advisory Board coordination.
  • Ensure branch's procedures are documented and kept up to date
  • Oversee and lead MCDOT’s efforts to negotiate, develop, and execute intergovernmental agreements with all jurisdictional and agency partners.
  • Use sound judgment and discretion when negotiating sensitive and political matters
  • With MCDOT Leadership’s guidance, oversee the department’s Policies, Procedures, and SOP programs.
  • Research and draft employee guidance documents.
  • Establish and maintain regular reviews of guidance documents to ensure they are aligned with County and department policies
  • Partner with other department branches, divisions, as well as local jurisdictions, and partnering agencies to provide regular coordination meetings, issue resolution, and agreement negotiations
  • Serve as the department’s Data Steward, operating under guidance from the County’s InfoSec team, with authority to escalate and present data assets classified as Confidential to the MCDOT Executive Committee; oversee the classification, handling, and compliance of departmental data in accordance with County data classification policies; and lead training and awareness efforts to ensure staff properly classify and handle data
  • Responsible for ensuring the department’s IGA Database is maintained, and its agreement records are aligned with the Arizona State Library Archives Records retention schedule
  • Develop and present management reports related to intergovernmental agreements, the Transportation Advisory Board, and department policies and procedures
  • Monitor current events and politics impacting transportation policies and objectives.
  • May be called upon to represent MCDOT at community, council, or board meetings.
