About The Position

The Speed Enforcement Camera Review Officer is a part-time officer responsible for reviewing automated speed enforcement camera violations and issuing citations in accordance with department policy and applicable laws. This position ensures accuracy, legality, and proper documentation of violations captured by automated traffic enforcement systems. The officer will verify violations, confirm vehicle and registration information, and authorize citations to be mailed to vehicle owners. This position may also be required to perform police and law enforcement work involving a variety of general police assignments, including but not limited to: enforcing laws, investigating criminal activity, ensuring the safety of the public, collecting evidence, testifying in court, maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the general supervision of the Police Sergeant. This position will not exceed 1,500 hours during the initial year of employment or during the Affordable Care Act measurement period of April 1st through March 31st, and does not include benefits. Requirements

  • High School Diploma or GED
  • Certification required
  • Possession of Basic Virginia DCJS Law Enforcement Certification
  • MUST BE 21 YEARS OLD OR OLDER
  • Valid state-issued driver's license with a satisfactory driving record; ability to obtain a Virginia driver's license within 90 days of employment
  • A background investigation will be conducted to include a polygraph, psychological test, and drug screening
  • General knowledge of law enforcement methods, practices, and procedures
  • Knowledge of the rules and regulations of the Police Department
  • Knowledge of the geography of the Town and the location of important buildings
  • Skill in the use of firearms and the operation of an automobile
  • Ability to understand and carry out oral and written instructions
  • Ability to communicate ideas effectively, both orally and in writing; ability to prepare clear and concise reports
  • Ability to analyze situations and to adopt quick, effective, and reasonable courses of action with due regard to surrounding hazards and circumstances
  • Ability to establish and maintain effective relationships with associates, other public safety agencies, and the general public

Nice To Haves

  • May be required to possess other specialized law enforcement certifications depending on departmental requirements and DCJS standards

Responsibilities

  • Monitors and oversees the daily operation of automated speed enforcement camera systems
  • Reviews speed camera violations for accuracy, completeness, and compliance with departmental policies and applicable laws
  • Validates photographic, video, and data evidence associated with speed enforcement violations prior to citation approval
  • Issues, approves, or rejects citations generated through automated speed enforcement systems
  • Ensures all speed camera operations comply with local, state, and federal regulations
  • Coordinates with third-party vendors and technical support personnel regarding system maintenance, repairs, calibration, and upgrades
  • Monitors equipment performance and identifies malfunctions or operational issues
  • Maintains records related to camera activity, citations, equipment inspections, and system performance
  • Generates reports related to enforcement activity, citation trends, traffic safety concerns, and program effectiveness
  • Assists with site evaluations and recommendations for speed camera placement based on traffic safety data and community concerns
  • Responds to citizen inquiries, complaints, and questions regarding automated enforcement citations and program operations
  • Testifies in court or administrative hearings regarding speed camera violations and enforcement procedures when required
  • Assists with public education efforts related to traffic safety and automated speed enforcement programs
  • Reviews and analyzes traffic data to identify trends, high-risk areas, and opportunities for improved enforcement
  • Operates a patrol vehicle safely, in emergency and non-emergency modes, or walks to observe for violations of traffic laws, suspicious activities or persons, and disturbances of law and order
  • Responds to radio calls, assignments, and complaints; issues traffic citations; serves warrants, summons, etc.
  • Makes arrests, completes arrest records, and testifies in court
  • Operates in-car computer and related software
  • Prepares detailed reports, forms, and correspondence on activities, assignments, and complaint reports
  • Provides police escorts, directs traffic
  • Performs residential and commercial checks
  • Interviews victims and witnesses to obtain necessary information regarding crime, accident, violation, etc.
  • Investigates crimes, collects evidence; conducts searches; investigates traffic accidents
  • Assists other law enforcement agencies when requested or assigned
  • Participates in a variety of in-service and special training programs
