The City of Gresham is seeking a qualified law enforcement professional to fill a Police Lieutenant position, assisting in the oversight and management of the Gresham Police Department's operations. This role supports other lieutenants in department administration. The Gresham Police Department comprises 136 sworn positions. Requirements

  • High school diploma or GED
  • Two (2) or more years of experience as a police sergeant (at time of appointment)
  • DPSST supervisory certification, or ability to obtain within 12 months of appointment
  • Ability to obtain DPSST management certification within 36 months of hire
  • No adverse personnel actions (Letter of Admonishment, Letter of Reprimand, or equivalent) within the past three (3) years

Responsibilities

  • Provide leadership, supervision, and direction to assigned personnel to ensure effective service delivery and professional development.
  • Plan, prioritize, assign, supervise, and evaluate the work of a diverse staff.
  • Establish work schedules and staffing assignments.
  • Provide direction, coaching, mentorship, and leadership to staff.
  • Serve as a resource for personnel by addressing complex, sensitive, or high-risk issues.
  • Coordinate and facilitate training and professional development opportunities.
  • Manage employee performance and implement corrective action when necessary.
  • Monitor work activities and outcomes to ensure achievement of established goals and objectives.
  • Review reports, records, logs, investigations, and work methods for quality and compliance.
  • Plan, organize, and oversee police operations, programs, and special assignments to ensure efficient and effective service delivery.
  • Oversee patrol operations, criminal investigations, and/or specialized assignments.
  • Respond to major, critical, or highly sensitive incidents and assume or assist with incident command responsibilities.
  • Plan, organize, manage, and administer assigned operations, programs, and activities.
  • Assist in the development and implementation of strategic plans, operational objectives, and organizational initiatives.
  • Evaluate operational effectiveness and recommend improvements to enhance performance and outcomes.
  • Develop and revise work processes, administrative controls, and operational procedures.
  • Ensure organizational compliance with applicable laws, regulations, professional standards, and best practices.
  • Analyze and interpret federal, state, and local laws, regulations, ordinances, policies, and procedures.
  • Monitor developments in case law, police practices, social initiatives, and industry trends.
  • Develop, implement, and update policies, procedures, and business practices.
  • Establish procedures to address new or changing legal, regulatory, and accreditation requirements.
  • Evaluate case handling, operational practices, and service outcomes to ensure compliance and effectiveness.
  • Develop and implement corrective measures when deficiencies are identified.
  • Conduct or oversee internal affairs investigations involving allegations of employee misconduct.
  • Manage financial and contractual resources to support organizational priorities and operational needs.
  • Assist in the development, administration, and monitoring of division budgets.
  • Develop justifications for budget requests, recommendations, and adjustments.
  • Forecast staffing and resource needs and identify funding requirements.
  • Seek, obtain, and manage grant funding and partnerships that support department initiatives.
  • Participate in the review, interpretation, administration, and enforcement of contracts and agreements.
  • Build and maintain collaborative relationships with community stakeholders, partner agencies, and governmental organizations.
  • Foster partnerships with neighboring law enforcement agencies, government entities, businesses, and community organizations.
  • Provide professional expertise and guidance to other departments, agencies, and the public.
  • Represent the City of Gresham and the police department before elected officials, community groups, professional organizations, and the media.
  • Deliver presentations, participate in meetings, and conduct community engagement activities.
  • Serve on committees, interagency task forces, and special projects.
  • Coordinate administrative and emergency response activities with law enforcement, fire, emergency management, and other partner agencies.
  • Respond to and resolve sensitive, complex, or confidential inquiries from internal and external stakeholders.
