About The Position

The Alexandria Police Department is seeking a Human Resources Manager I to help lead critical HR functions that support both our employees and the Department’s public safety mission. This position offers the opportunity to advise leaders, manage complex employee and compliance matters, support a skilled HR team, and help strengthen the processes that keep a diverse law-enforcement organization of over 400 employees operating effectively. Requirements

  • Four-Year College Degree with completion of college-level courses in human resources, public or business administration; three-five years of progressively-responsible experience in Human Resources; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Strong practical experience administering FMLA and Workers’ Compensation, including case management, documentation, employee and supervisor guidance, return-to-work coordination, and compliance.
  • Significant employee relations experience, including advising managers and supervisors on performance concerns, policy application, workplace accommodations, and other sensitive personnel matters.
  • Experience working closely with payroll and timekeeping functions and resolving complex pay and leave matters associated with a 24-hour workforce, including overtime, shift differentials, varying schedules, and special pay provisions.
  • The ability to exercise independent judgment, manage multiple priorities, and provide sound HR recommendations in complex or non-routine situations.
  • Strong supervisory, communication, and interpersonal skills, with the ability to support staff while maintaining effective relationships with employees, supervisors, command staff, and organizational partners.

Nice To Haves

  • Direct human resources experience supporting a police or law-enforcement organization is strongly preferred.
  • Seven or more years of progressively responsible professional human resources experience, including three or more years supervising HR staff or managing a major human resources function or program.
  • Five or more years of professional human resources experience directly supporting a police or law-enforcement organization.
  • Demonstrated experience independently advising management on complex employee relations and disciplinary matters.
  • Substantial hands-on experience administering FMLA and Workers’ Compensation programs.
  • Experience overseeing or working closely with payroll, timekeeping, leave, and attendance functions for a complex 24-hour workforce.
  • Experience interpreting and administering collective bargaining agreement provisions affecting pay, leave, scheduling, overtime, discipline, or related personnel processes.

Responsibilities

  • Lead daily HR operations and supervise, develop, and support HR staff.
  • Administer FMLA, Workers’ Compensation, accommodation, and return-to-work processes including case review, documentation, tracking, compliance, employee and supervisor guidance, and return-to-work coordination.
  • Advises leadership and employees on employee relations, performance management, disciplinary actions, workplace accommodations, leave administration, and interpretation of City and departmental policies.
  • Directs and monitors payroll, leave, timekeeping, and attendance functions for a 24-hour workforce; works closely with payroll staff to resolve complex issues involving overtime, shift differentials, special pay provisions, leave usage, and employee pay.
  • Provides management oversight and support for recruitment, selection, hiring, and promotional functions; establishes priorities, supports consistent and compliant processes, and addresses complex or escalated matters.
  • Interprets and administers applicable employment laws, regulations, collective bargaining agreement provisions, and departmental requirements as they relate to pay, leave, timekeeping, personnel processes, and assigned HR functions.
  • Reviews, develops, and maintains human resources policies, departmental directives, standard operating procedures, reports, correspondence, and other documentation.
  • Conducts research and analyzes workforce, compensation, turnover, staffing, scheduling, and operational data; prepares findings and recommendations to support departmental decision-making.
  • Coordinates with City Human Resources, Risk Management, Finance, the City Attorney’s Office, and other partners regarding grievances, employment claims, audits, reporting requirements, and other complex personnel matters.
  • Maintains and audits confidential personnel and related records; provides HR-related training and guidance; and represents the Department in meetings, workgroups, audits, grievance-related proceedings, and other HR matters.
