About The Position

In conjunction with Deputy Police Chief and Police Chief, responsible for directing, supervising, planning and coordinating the activities and staff of the Police Department’s Operations or Administration Divisions; provides responsible and complex management level support to the Police Chief as required. This job class is a management level classification that is responsible for directing the work of sworn and non-sworn staff for assigned Police Department functions and activities. It is distinguished from the Deputy Police Chief in that the latter is a director level job classification responsible for directing the work of sworn and non-staff for all Police Department functions and activities.

Requirements

Associate’s Degree in criminal justice, or related field; AND Four (4) years of sworn law enforcement supervisory experience; OR an equivalent combination of education, training and experience.
Nevada Driver’s License.
Nevada Advanced and Supervisory POST certifications.
Principles and practices and techniques of law enforcement operations and services.
Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
Principles and practices of developing teams, motivating employees and managing in a team environment.
Principles and practiced of emergency management.
Principles and practices of budget development and administration.
Principles and techniques of public relations.
Federal, state, and local laws, statutes, ordinances and court decisions related to police activities.
Knowledge of policies, procedures, general orders, regulations, and collective bargaining agreements relating to supervision
Criminal investigation principles, practices and techniques.
City geography.
Computer applications related to the work.
Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees through multiple levels of supervision.
Planning, organizing, supervising, reviewing and evaluating the work of others.
Training others in policies and procedures related to the work.

Responsibilities

Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the assigned division; directs the preparation and administration of the division's budget; forecasts additional resource and financial needs.
Plans, organizes, administers, reviews and evaluates the activities of assigned staff; trains staff in work processes and procedures; assists in the investigation, review and documentation of incidents and injuries involving staff and equipment.
Ensures that safe work practices and procedures are followed and that appropriate safety equipment is utilized.
Interpret departmental and City policies and procedures to staff.
Ensure compliance of assigned activities to pertinent codes, regulations, and guidelines
Assess emergency situations and develop, implement, and direct appropriate response strategies, and performs Incident Command on operations.
Monitor and direct police response to a variety of situations that require peace officers and personally supervise the more critical situations or investigations.
Directs and coordinates responses to critical incidents and operations of assigned specialty units; supervises the investigation and arrest of persons involved in criminal cases; conducts complex or sensitive investigations; interviews citizens in connection with complaints or suggestions regarding police protection.
Coordinates division activities with City departments, outside agencies and organizations to ensure adherence to City policies and procedures.
Build and maintain strong relationships with departmental staff, other City employees and the public.
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitor workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of City Codes, policies, and operational changes.
Supervise and review performance evaluations and counseling of employees by sergeants.
Discuss and coordinate discipline and other personnel issues via the chain of command.
Plans, directs, and coordinates the division’s work plan; confers with supervisory staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.
Oversees fleet management functions; ensure that vehicles are available, repairs are completed, and new vehicles are ordered; interface with the City maintenance staff to ensure that service requirements are met and that repairs are accomplished.
Maintains relevant training to ensure all sworn personnel are in compliance with Nevada State Peace Officers and Standards Training (P.O.S.T.) to include mandatory PoliceOne Academy training requirements.
Conducts inspections of personnel facilities and equipment to ensure that standards of operation and procedures are maintained; oversee the use and care of equipment.
Maintains and facilitates public relations and cooperative working relationships with news media, schools, local organizations and the general public; attends and speaks at community functions and meetings.
Performs the duties of Public Information Officer as assigned; composes and releases press releases, and interviews.
Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
