About The Position

Briljent is seeking an experienced PMO Lead to provide Project Management Office (PMO) leadership and operational oversight for a large-scale Medicaid Eligibility System Maintenance and Operations (M&O) program. This role will lead governance, project controls, operational reporting, change management, release coordination, risk management, and stakeholder communications while supporting a mature production environment serving Medicaid members, providers, and state program staff. The PMO Lead will serve as a trusted advisor to state leadership, business stakeholders, vendors, developers, testing teams, and operational support personnel. The ideal candidate is a highly organized, process-driven leader with strong PMBOK expertise, exceptional communication skills, and extensive experience supporting Medicaid or large-scale government healthcare systems in a maintenance and operations environment. Must be eligible to work in the United States. No sponsorships are available at this time. Must be available to work on-site in Salem, OR.

Requirements

  • Bachelor's degree in Business Administration, Information Technology, Healthcare Administration, Project Management, or a related field or equivalent work experience.
  • Project Management Professional (PMP) certification is required and must be current.
  • Minimum of 5 years of project or program management experience.
  • Minimum of 3 years leading PMO functions supporting large-scale production systems in a Maintenance & Operations environment.
  • Demonstrated experience managing large, complex programs involving multiple vendors, stakeholders, and operational workstreams.
  • Experience overseeing operational governance, enhancement management, release coordination, and change management processes.
  • Experience managing executive reporting, risk management, issue resolution, and project controls.
  • Strong knowledge of PMBOK principles, project governance frameworks, and operational management best practices.
  • Exceptional written, verbal, facilitation, and stakeholder management skills.
  • Advanced proficiency with Microsoft Project, Excel, PowerPoint, Teams, and project reporting tools.
  • Ability to work onsite in Salem, Oregon.

Nice To Haves

  • Experience supporting Medicaid Eligibility and Enrollment Systems in a post-implementation production environment.
  • Experience with Medicaid Enterprise Systems (MES), Integrated Eligibility Systems (IES), MMIS, or Health and Human Services programs.
  • Experience supporting state government clients and public-sector healthcare initiatives.
  • Knowledge of CMS requirements, MITA principles, and Medicaid operational processes.
  • Experience managing enhancement backlogs, release cycles, and operational support activities.
  • Experience monitoring vendor performance, SLA compliance, and contract deliverables.
  • Prosci Change Management, Agile, Scrum, Lean, or additional program management certifications.

Responsibilities

  • Lead day-to-day PMO operations and establish consistent project management standards, governance processes, tools, and reporting practices.
  • Develop and maintain PMO policies, procedures, project controls, and operational governance frameworks.
  • Facilitate executive leadership meetings, operational reviews, governance committees, and stakeholder working sessions.
  • Ensure consistent adherence to project management and reporting standards across the program.
  • Coordinate project management activities supporting production operations, system maintenance, enhancements, and operational initiatives.
  • Maintain integrated schedules for production support activities, releases, change requests, enhancements, and operational projects.
  • Partner with business and technical leadership to prioritize operational work and enhancement initiatives.
  • Monitor operational performance, service delivery metrics, and critical dependencies.
  • Ensure effective coordination across development, testing, infrastructure, operations, and state stakeholder teams.
  • Lead governance for change requests, enhancement initiatives, and operational improvements.
  • Coordinate release planning, deployment schedules, and production readiness activities.
  • Facilitate impact assessments, change approvals, resource planning, and stakeholder communications.
  • Track enhancement backlogs and ensure alignment with contractual obligations and business priorities.
  • Lead identification, assessment, mitigation, escalation, tracking, and resolution of risks and issues.
  • Maintain RAID logs, decision logs, and executive action item tracking.
  • Facilitate timely resolution of operational challenges and project roadblocks.
  • Escalate critical issues and recommendations to executive leadership as appropriate.
  • Develop and maintain Communication Plans, reporting frameworks, and stakeholder engagement strategies.
  • Prepare executive-level dashboards, program status reports, presentations, and briefing materials.
  • Serve as a primary PMO liaison between state leadership, vendors, business stakeholders, and project teams.
  • Promote transparency and proactive communication regarding program status, risks, dependencies, and operational performance.
  • Monitor service-level agreements (SLAs), key performance indicators (KPIs), and contractual deliverables.
  • Support contract compliance activities, audits, and performance reporting.
  • Monitor resource utilization, budget performance, forecasts, and operational commitments.
  • Ensure project documentation, repositories, meeting records, and artifacts remain accurate and current.
  • Identify opportunities to improve operational efficiency, reporting, governance, and project delivery processes.
  • Support lessons learned reviews and implementation of process improvements.
  • Drive consistency and quality across PMO deliverables and reporting activities.
