About The Position

The PMO Civil Project Engineer III will oversee and manage various service providers to support the Chicago Department of Water’s (DWM) multi-billion Capital Improvement Program (CIP). This position will provide oversight to various service providers in completing a range of CIP projects, including planning, design, and construction oversight. Furthermore, this role will also perform moderate to advanced level project management functions. This position supports all aspects of design projects for roadways, utilities, transit, etc.; prepares schematics & models; performs analysis & engineering calculations; develops plans, specifications & estimates; prepares technical engineering reports; leads development of scope and fee proposals for moderate to advanced complexity projects; leads monitoring of project budget and staff assignments; leads QAQC of project deliverables.

Requirements

  • Bachelor’s degree from an accredited institute of higher education with a major study in engineering.
  • Typically 15+ years required.
  • Excellent verbal and written communication skills.
  • Advanced experience with pollutant tracing and prevention practices for illicit discharge and construction site runoff; Spatial and design skills to visualize projects in 2D and 3D.
  • Advanced engineering skills to compliment position goal.
  • Advanced experience with Microsoft Office Suite, Adobe, Bluebeam, and CADD software, specifically the Bentley Suite of products including Open Roads Designer, ProjectWise and/or AutoCAD Civil 3D.
  • Moderate to advanced experience with project scheduling.

Nice To Haves

  • Professional Engineer (PE) preferred.
  • Previous experience with water infrastructure projects is preferred.

  • Oversee development of detailed construction plans for roadway, utility, electrical, and transportation projects using Bentley and/or AutoDesk software.
  • Coordinate design changes and revisions based on internal and external feedback.
  • Communicate regularly with internal design staff and project lead to coordinate the progress of various assignments and adhere to project deadlines. Acts as discipline or project lead. May communicate progress to client.
  • Independently manage time and schedule to achieve multiple project milestones.
  • Organize and maintain project files. Lead documentation of correspondence and meeting minutes.
  • Evaluate and apply applicable current engineering standards, and federal and/or local requirements to assigned projects.
  • Lead the coordination and documentation of quality control reviews throughout the lifecycle of a project.
  • Manage tasks and/or projects of moderate to advanced complexity.
  • Act as main point of contact with client or with project lead (on projects led by other disciplines).
  • Manage permit development, compliance, and reporting. Obtain, update, and maintain MS4 permit and the plans associated with them (Notice of Intent, Annual Report, Stormwater Management Plan, etc.), in addition to standard operating procedures.
  • Maintain inventory of all City department tasks required as part of MS4 permit compliance year-round; ensure on-time delivery of yearly submissions.
  • Conduct research, site assessment, and investigation of CSO outfalls; development of summary maps for client presentations.
  • Make recommendations and provide commentary on environmental policy standards, regulations, and best practices in compliance with the Clean Water Act; serve as a liaison with state environmental agencies, City of Chicago departments, and the EPA.
  • Determine the source of the pollutants and implement the process by which to eliminate/prevent.
  • Perform other duties as assigned.
