About The Position

The PM / Business Analyst will support the Texas Health and Human Services Commission (HHSC) on the Legacy to Web Application Modernization project. This staff augmentation role operates under the direction of the IT Applications Director and is responsible for leading and executing business and technical analysis activities for the conversion of legacy applications to modern, web-based solutions. The PM/BA works closely with technical teams, stakeholders, and subject matter experts to plan, analyze, document, and validate system requirements. The position leverages knowledge of .NET technologies and SQL-based systems to translate existing functionality into clear, actionable requirements that support web application development. This role requires the ability to work independently while coordinating across multiple technical and business teams in a fast-paced project environment.

Requirements

  • 12 years of experience in legacy system analysis and modernization strategies.
  • 12 years of experience in Software Development Lifecycle (SDLC), particularly for web-based application development.
  • 12 years of experience in requirements elicitation and documentation, including business, functional, and technical requirements.
  • 12 years of experience translating legacy application behavior into modern web-based system requirements.
  • 12 years of experience in stakeholder facilitation, communication, consensus building, project coordination, and task tracking.
  • 12 years of experience analyzing SQL-based data models and system integrations.
  • 12 years of experience reviewing system workflows and identifying modernization opportunities.
  • Demonstrated written, verbal, and presentation communication skills.
  • Proven ability to create clear, complete, and testable requirements documentation.
  • Ability to work effectively with cross-functional technical and business teams.
  • Ability to identify system and compliance gaps and propose feasible solutions.
  • Ability to adapt to evolving technical requirements and modernization complexities.
  • Ability to maintain productive working relationships in a fast-paced project environment.

Responsibilities

  • Develop, manage, and execute requirements and analysis activities supporting the conversion of legacy applications to modern web-based platforms using .NET technologies.
  • Analyze existing legacy system functionality, databases, and workflows to document current-state processes and system behavior.
  • Elicit, document, and validate business, functional, and non-functional requirements for web-based application development.
  • Perform gap analysis between current legacy systems and desired future-state web solutions, identifying functional, technical, and compliance gaps.
  • Collaborate with developers, architects, and database teams to ensure accurate translation of requirements into .NET and SQL-based solutions.
  • Support project planning activities, including task tracking, milestone reporting, issue identification, and risk escalation.
  • Facilitate stakeholder meetings, requirements reviews, and walkthroughs to obtain consensus and formal sign-off.
  • Provide ongoing support to development and testing teams by clarifying requirements and validating implemented functionality.
  • Communicate project status, risks, and dependencies to leadership and stakeholders.
  • Perform other related duties as assigned.
