About The Position

POSITION SUMMARY: The Plant Manager - Water Reclamation personally performs and/or provides a high degree of leadership and supervisory direction to employees engaged in the complex technical activities required to ensure that the City of Toledo's wastewater treatment plant, CSO facilities and associated pump stations are being operated and maintained correctly to protect water resources by preventing water pollution. This position makes certain the wastewater plant and facilities are in compliance with its Ohio EPA National Pollutant Discharge Elimination System Permit and meets established Clean Water Act regulations. Additionally following all local, state and federal rules, laws and regulations and any associated consensus, safety and quality standards. This position is the division head responsible for planning, directing and controlling the administration, operation, engineering and maintenance of The City of Toledo Water Reclamation Plant and its associated facilities to provide its customers with efficient services.

Requirements

Knowledge of: technical subject matter utilized in the administration of a wastewater treatment plant federal, state and local rules and regulations pertaining to the Clean Water Act Ohio EPA and U.S. EPA rules and regulations governing treatment processes bargaining unit agreements governing division personnel supervisory principles asset management succession planning budgeting principles, purchasing, and fiscal management Computerized Maintenance Management Systems (CMMS) research and analytical methods general safety practices in industry
Skill in: developing, implementing, and evaluating policies and procedures verbal and written communication preparing complex technical and/or administrative reports
Ability to: establish and effective working relationships with others plan, coordinate and supervise the work of others collect and analyze complex data solve complex organizational problems communicate with the public in a professional manner
Graduation from an accredited college or university with a Bachelor's Degree in Engineering, Environmental Science, Chemistry, Biology, Applied Science, Public or Business Administration or closely related area.
Five (5) years of responsible experience in either the engineering, operation or maintenance of a wastewater treatment plant with a design flow greater than or equal to 10 MGD, of which three (3) years must have been in a supervisory capacity.
Must possess a valid driver’s license.
Must possess a valid Class II – Wastewater Treatment Professional Operator Certification as issued by the State of Ohio or equivalent certification from another state.

Nice To Haves

Certification by the State of Ohio as a Registered Professional Engineer is desirable.
A Class III or IV Operator – Wastewater Treatment Professional Operator Certification as issued by the State of Ohio is desired within (5) years from date of appointment.

Responsibilities

Provides leadership and directs staff to ensure a high-quality customer service environment that supports the Department's strategic objectives and objectives.
Ensures the City of Toledo's wastewater treatment plant, CSO facilities and associated pump stations are being operated and maintained in compliance with its Ohio EPA National Pollutant Discharge Elimination System Permit and the Clean Water Act regulations
Ultimately supervises and evaluates the performance of plant staff; facilitates interviews, selection of employees and recommends and implements personnel actions including hiring, promotions, transfers, labor issues, grievances and disciplinary actions.
Provides, information, and assistance to the Commissioner regarding assigned functions; assists in the formulation and development of policies, procedures, and programs; assures a safety program for all employees
Directs, prepares, and maintains a variety of narrative and statistical reports, records, and files related to personnel and assigned activities; prepares written correspondence.
Assists in the development of the annual budget; analyzes and reviews budgetary and financial data; controls and authorizes expenditures in accordance with Toledo Municipal Code; oversees contract management including the development of specifications, requests for proposals, bid evaluations, and related activities for the procurement of goods and services for the division.
Facilitates infrastructure asset management, improvements and modifications as needed to enhance operational efficiencies.
Communicates with Department colleagues, other City Departments, unions, contractors, regulatory agencies, customers, the public, media and outside organizations to coordinate activities, facilitate projects and tasks, resolve issues, and exchange information.
Plans, develops, maintains, and administers the resources of a wastewater treatment plant and facilities in order to treat and discharge wastewater in compliance with applicable regulatory requirements including ongoing contingency plans for the continuity of the plant for planned and unplanned events to prevent failures and loss of service.
