About The Position

The County of Volusia is seeking a Plans Examiner I/II for the Building & Code Administration division. This position is located in DeLand, Florida. The role is responsible for the examination of residential and commercial plans for code and ordinance compliance, providing accurate and timely construction plan reviews to support the construction industry. The selected candidate will review, accept, or request additional information for building permit applications based upon examination. This position requires the ability to make recommendations for code compliance and proficiency in providing plan review support for the Permit Center. The selected candidate will also review and sign off walk-thru permits and assist in code, ordinance, and inspection issues. This position requires a high level of professional customer service.

Requirements

Must possess and maintain a valid Florida driver's license.
Must maintain Standard Plans Examiner License(s) with the Florida Department of Business and Professional Regulation (DBPR) in the Current and Active Status as a condition of continued employment.
Plans Examiner I: Graduation from high school or possession of GED.
Plans Examiner I: Must possess a minimum of one (1) Standard Plans Examiner license as a Building, Plumbing, Mechanical, Electrical, or Residential Plans Examiner with the Florida Department of Business and Professional Regulation (DBPR), per Florida Statute 468.609.
Plans Examiner I: OR Must have the ability to and obtain one (1) Provisional Plans Examiner license as a Building, Plumbing, Mechanical, Electrical or Residential Plans Examiner with the Florida Department of Business and Professional Regulation (DBPR), per Florida Statute 468.609 within six (6) months from date of hire and, as a condition of continued employment, must obtain DBPR Standard Plans Examiner license within twelve (12) months from the approval date of the Provisional license.
Plans Examiner II: Graduation from high school or possession of GED.
Plans Examiner II: Must possess a minimum of three (3) Standard Plans Examiner licenses as a Building, Plumbing, Mechanical, Electrical Plans Examiner with the Florida Department of Business and Professional Regulation (DBPR), per Florida Statute 468.609.
Plans Examiner II: A Florida Fire Safety Inspector I Certificate may count in lieu of one of the Standard Plans Examiner Licenses.
Plans Examiner II: OR Must possess a DBPR Standard Residential Plans license and one (1) additional Standard Plans Examiner license as a Building, Plumbing, Mechanical, or Electrical Plans Examiner with the Florida Department of Business and Professional Regulation (DBPR), per Florida Statute 468.609.
Knowledge of the Florida Building Code.
Knowledge of a wide variety of materials and methods used in building construction, and general practices employed in building construction.
Knowledge of Federal Emergency Management Agency (FEMA) requirements, Coastal Construction requirements, American Society of Civil Engineers (ASCE) 7-10, American Society for Testing and Materials (ASTM) Standards, Underwriters Laboratories (UL) Fire Resistance Directory, International Code Council (ICC) Evaluation Reports and Florida Statutes.
Ability to read and comprehend all types of construction plans and blueprints.
Ability to properly apply State Statutes, local codes and ordinances to residential and commercial projects pertinent to the various types of construction administered by the Building Division.
Ability to properly apply local codes and ordinances to complex residential and commercial projects pertinent to the various types of construction administered by Building Division.
Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.

Responsibilities

Reviews construction plans and specifications for code and ordinance compliance, including occupancy classification, minimum construction type, occupancy requirements, fire protection requirements, means of egress requirements, sprinkler requirements, rated fire assemblies, and egress requirements.
Approves or rejects building permits based on examination.
Examines for code compliance, which may include the Florida Building Code, Underwriters Laboratories (UL) Fire Resistance Directory, International Code Council (ICC) Evaluation Reports, Florida Statutes, and all local codes and ordinances pertinent to residential construction.
Makes recommendations for code compliance.
Explains the proper application of State Codes, State Statutes, and local codes and ordinances to architects, engineers, contractors, inspectors, and the general public.
Conducts job site and office meetings with engineers, architects, contractors, and owners to effectively communicate proper code applications and permit requirements.
May be required to perform field building inspections as needed.
Keeps current regarding new legislation concerning building and construction codes.
May be assigned to other county locations based upon operational needs.
Attends work on a regular and consistent basis.
Adheres to Federal, State, County, and Local ordinances.
Responds to emergency situations.
Performs other duties as assigned.
