About The Position

The State of Connecticut, Department of Housing (DOH) currently has a vacancy for a Planning Specialist within the Housing and Development division. This position is hybrid, first shift, full-time, 40 hours per week, Monday - Friday, located in Hartford. The Housing & Development division works with municipal leaders, public agencies, community groups, local housing authorities, and other housing developers in planning and developing affordable homeownership and rental housing units, preserving multi-family housing developments, community revitalization, and providing financial and technical support to vulnerable residents. The Planning Analyst will collaborate across agencies and with councils of governments and municipalities for the implementation of Public Act 25-1, provide guidance on tools consistent with the Act's requirements, and work with the Office of Policy and Management (OPM) on 10-year housing growth targets. They will support stakeholder engagement, implement the Municipal Affordable Housing Technical Assistance initiative, participate in the Council on Housing Development, and collaborate with OPM and the Office of Responsible Growth on data reporting standards. Other duties as assigned.

Requirements

Current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language.
Eight (8) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.
One (1) year of the General Experience must have been in planning at the level of a Lead Planning Analyst.
Considerable knowledge of relevant agency policies and procedures; relevant state and federal laws, statutes and regulations; principles and practices of state and regional planning; research methods and techniques; Knowledge of relevant programs in private agencies, other states and at national level; Considerable interpersonal skills; oral and written communication skills; Ability to interpret and evaluate research data; utilize computer software.

Nice To Haves

Experience providing technical assistance, specifically related to housing, directly to municipal staff and leadership.
Experience at the Planning Region/Council of Government level.
Experience monitoring and analyzing legislation, requirements or regulations, and translating them into clear, actionable policies, procedures, or guidance documents.

Responsibilities

Collaboration across agencies and with councils of governments and municipalities to ensure the effective implementation of Public Act 25-1.
Providing input and guidance to key stakeholders on the creation of tools consistent with the requirements of the Public Act, along with any relevant data where appropriate and when requested.
Working closely with the Office of Policy and Management (OPM) on the creation of the 10-year housing growth targets, providing feedback and support as needed to refine the methodology to calculate housing needs.
Supporting stakeholder engagement and the public feedback process to ensure that the final number considers the DOH housing targets and state goals.
Implementing the Municipal Affordable Housing Technical Assistance initiative, which will provide resources and support to communities seeking to implement their existing affordable housing plans.
Participating as needed on the newly created Council on Housing Development.
Collaborating with OPM and the Office of Responsible Growth, relative to data reporting standards for towns.
Other duties as assigned.
