About The Position

The City of Pflugerville is seeking a Planning Manager who believes in and exhibits the City's P.F.I.R.S.T. core values: Positive, Forward-thinking, Integrity, Resilience, Service, and Teamwork. This role is under the general supervision of the Planning & Development Services Assistant Director and is responsible for managing planning staff to ensure the well-planned and attractive development of the City. The position requires minimum supervision, carrying out responsibilities in accordance with established departmental policies and procedures, and exercising significant levels of judgment and initiative. The Planning Manager will apply knowledge and expertise to solve complex issues and frequently interface with City management, City Council members, citizen board and commission members, citizens, and the development community.

Requirements

  • Bachelor’s degree in planning, Geography, Sociology, Urban Studies, Historic Preservation, and/or related field.
  • Five (5) years of experience in the administration of local codes and ordinances involving the review and development of planning recommendations.
  • Proficiency with operating computer applications related to the work, including geographic information systems, word processing, spreadsheets, scheduling, and other office-related software.
  • Excellent verbal and written communication skills, problem-solving skills, and a level of initiative to find solutions with minimal supervision, with feedback from outside sources conveying their experiences.

Nice To Haves

  • American Institute of Certified Planners (AICP) certification.
  • Master’s degree shall substitute for 1 year of experience.
  • Two years of related full-time experience can substitute for one year of higher education.
  • One year of related higher education can substitute for two years of experience.

Responsibilities

  • Provide leadership for the planning staff as it pertains to day-to-day activities, ensuring adequate training opportunities are provided, and providing disciplinary oversight as needed.
  • Assigns work and oversees planning staff’s development reviews and analysis regarding all development applications for conformance with City policies and ordinances.
  • Oversees agenda creation for various boards and commissions, advises various boards and commissions on development-related issues.
  • Proactively resolves conflicts to address development challenges.
  • Addresses resident and community groups regarding City planning policies, standards, and actions.
  • Assists with the implementation of long-range planning documents such as the comprehensive plan and annexation policy.
  • Analyzes and implements development process improvements as needed to ensure proper planning practices are maintained.
  • Provides guidance and participates in the creation of ordinance amendments and policies pertaining to development.
  • Remains accessible via personal cell phone to address job-related issues or emergencies using City applications.
  • Other duties as assigned.
