About The Position

This is a Career Service position responsible for ensuring that the Florida Department of Health in DeSoto County can successfully respond to all natural or man-made disasters. The incumbent will serve as the primary Planning Consultant, Public Information Officer, and Safety Coordinator, acting as a liaison between community and governmental agencies on issues of terrorism preparedness and response. This role involves monitoring compliance with mandatory requirements and may require emergency duty beyond normal work hours. The position also includes responsibilities as a Property Custodian/Delegate for department assets.

Requirements

  • Extensive written and verbal skills in data collection, creation of plans, need assessments, document preparation, and presentation of work products.
  • Knowledge, implementation, and delivery of public health information related to public health promotional events.
  • Extended hours, evenings, and overnight stays away from the base are expected.
  • Possess a valid Florida Driver License and have a motor vehicle.
  • Obtain Incident Command System (ICS-100) certification within 60 days of employment.
  • Obtain National Incident Management System (IS-700) certification within 90 days of employment.
  • Obtain ICS 200, 300, 400, 800 certifications.
  • Compliance with and monitoring of mandatory requirements in Section 215.422, Florida Statutes, and Chapter 3A-24, Florida Administrative Code.
  • Required to work during or beyond normal work hours or days in the event of an emergency.
  • Emergency operations functions include, but are not limited to, Special Needs Shelters, Red Cross Shelters, or other emergency functions.

Responsibilities

  • Serve as the primary Planning Consultant, Public Information Officer, and Safety Coordinator.
  • Act as a liaison between community and governmental agencies on issues of terrorism preparedness and response.
  • Ensure the DeSoto County Health Department is able to successfully respond to any and all natural or man-made disasters.
  • Develop, review, monitor, maintain, and update all required disaster response plans and annexes for the DeSoto County Health Department, ensuring state, federal, and local compliance.
  • Establish and maintain the County Health Department Emergency Operations Plan (EOP) and supporting plans and standard operating procedures.
  • Coordinate preparedness training based on identified needs and maintain records of preparedness training.
  • Support the CHD incident command post during disasters and train the ESF-8 support team for EOC duty.
  • Assist with special needs shelter activities, including equipment procurement and storage.
  • Provide disaster-related training to CHD staff on roles and responsibilities and on public health preparedness issues.
  • Record essential data from home health, nurse registry, home medical equipment, and hospice comprehensive emergency management plans.
  • Arrange meetings for plan addendums, updates, and discussions.
  • Conduct PHP exercises to test plan effectiveness.
  • Promote the department as a positive, caring community organization through courteous behavior.
  • Serve as the primary advisor to the CHD Administrator/Senior Leadership on preparedness, media, and safety issues.
  • Provide strategic public communication planning and media strategy for outreach campaigns and communications training.
  • Plan, develop, coordinate, and implement information campaigns, promote health programs, and provide technical assistance for all-hazards communications plans.
  • Network and coordinate with county PIOs, media outlets, and community response partners.
  • Develop and maintain distribution channels for media, health, and response partners, and post information to the web.
  • Prepare responses to media requests for information and cooperate with IT to maintain the County Health Department website.
  • Monitor print and electronic media for news significant to the DeSoto County Health Department.
  • Provide weekly and monthly task/activity reports to the central office.
  • Ensure physical safeguards from injury as a Safety Coordinator.
  • Conduct safety and health inspections to detect and eliminate unsafe working conditions or practices.
  • Train employees in safe and healthy work practices and maintain standards for personal protective equipment (PPE).
  • Develop and enforce safety and health plans as a condition of employment.
  • Investigate accidents and near-miss situations to determine root causes and prevent recurrences.
  • Identify all hazard training needs, including Incident Command System (ICS) training, to ensure NIMS compliance.
  • Develop, identify, and/or facilitate programs to fill identified training needs.
  • Act as ESF-8 (Health & Medical) Representative in the Emergency Operations Center (EOC) during activation.
  • Assist in emergency response and recovery operation activities and be available for assistance during natural or man-made disasters.
  • Monitor severe and tropical weather in coordination with Emergency Management and distribute hazardous weather advisories.
  • Participate in conferences, workshops, drills, tabletop exercises, committees, and similar activities relevant to disaster response.
  • Coordinate all DeSoto County Health Department disaster response activities with relevant agencies.
  • Maintain working relationships with local cooperating agencies to ensure coordination of reporting, planning, response, and mitigation of disaster activities.
  • Provide technical assistance to local public and private sector agencies as called upon.
  • Perform other related duties as required, which may include weekend or overtime work.
  • Comply with HRSP 60-1 Employee Handbook.
  • Report for duty before and/or after a disaster as directed.
