About The Position

This is a highly responsible and independent public health position which functions as the Public Health Preparedness (PHP) Planner within the Office of Community Health Strategy and Planning. This is a highly responsible and independent position providing technical, surveillance, investigative, analytical, and programmatic work involving preparedness and response in the health field for all-hazards response.

Requirements

• All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English.
• Knowledge of public health preparedness, including Emergency Support Function 8, National Incident Management and Incident Command Systems.
• Knowledge of program planning and development at local, state, and federal levels.
• Skilled in drafting and reviewing official documents, plans, and policies.
• Ability to facilitate meetings or trainings.
• Ability to work with partners or stakeholders to achieve a common goal.
• Male applicants born on or after October 1, 1962, will not be eligible for hire or promotion unless they are registered with the Selective Services System (SSS) before their 26th birthday, or have a Letter of Registration Exemption from the SSS.

Responsibilities

• Develop and maintain local “All Hazards” Emergency Operations Plans, annexes and associated documents.
• Plan and develop activities and exercises that increases workforce’s ability to prepare, respond, recover, and mitigate man-made or natural disasters.
• Coordinate plans and activities with Walton County Emergency Management and local and regional public health and medical partners.
• Ensure all local expectations established by the DOH Bureau of Preparedness and Response are achieved within the outlined timeframe.
• Identify preparedness training needs of the local workforce in collaboration with the Workforce Development Team, Regional Planner and CHD Leadership.
• Facilitate or organize preparedness-specific training opportunities as needed.
• Establish and maintain working relationships with community response partners and public health and medical partners in each county.
• Coordinate regularly scheduled ESF-8 Partnership meetings in Walton County and maintain current contact list of ESF-8 partners.
• Work with peers in regional county health departments to assure state and regional response capability and consistency.
• Review and manage local agency Comprehensive Emergency Management Plans as needed.
• Assist during natural or man-made disasters in Walton County. This may include being assigned as the Planning Section Chief on CHD Incident Command Team, ESF-8 Lead for declared county emergencies, or other duties as assigned.
• Assist the Regional Emergency Response Advisor in managing DOH assets located within Walton County.
• Attend and actively participate in staff trainings, department meetings, monthly staff meetings, strategic planning meetings as scheduled.
• Complete all required reports, including EARS, within required time frame.
• Participate in performance management and quality improvement activities as assigned, conference calls, workshops, interagency committees, training, conferences and similar activities relevant to public health preparedness.
• Performs other duties as assigned.
