About The Position

The purpose of this classification is to develop and implement the City’s comprehensive land use plan, to administer zoning codes and ordinances, to provide planning and zoning advice and guidance to City leaders, and to supervise assigned staff. This role involves developing and preparing the City’s Comprehensive Land Use Plan by researching and analyzing data, updating the plan regularly, and communicating with regional and state committees. It also includes administering the City’s zoning and development ordinances by interpreting, enforcing, and explaining them, providing technical analyses, conducting inspections, and performing code enforcement. The position administers and coordinates the review of land use reports for rezoning and land use change applications, including reviewing applications, meeting with applicants, identifying non-compliance issues, and preparing staff reports. Additionally, the role involves developing and administering the division's budget, performing customer service functions for complex issues, providing staff support to the Planning Commission, and offering guidance and technical advice to senior management and elected officials. The administrator must maintain current knowledge of applicable laws and regulations in urban and regional planning and process various departmental documentation. Communication with various stakeholders and operation of necessary equipment are also key functions. This position may also assist with economic development activities.

Requirements

  • Bachelor’s Degree in Urban Planning, Architecture, or a related field required.
  • Seven years of progressively responsible experience in urban or regional planning, including supervisory experience.
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must be able to demonstrate proficiency in the performance of the essential functions.
  • Must learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.
  • Must possess and maintain a valid driver's license.
  • Must be eligible for coverage on the City’s vehicle insurance plan.

Responsibilities

  • Supervises, directs, and evaluates assigned staff, including managing work schedules, approving leave, processing concerns, completing performance appraisals, and training staff.
  • Organizes, prioritizes, and assigns work, ensuring subordinates have necessary resources, monitoring work progress, and providing progress reports.
  • Develops and prepares the City’s Comprehensive Land Use Plan by researching data, preparing reports, updating the plan, and communicating with regional and state committees.
  • Administers the City’s zoning and development ordinances by interpreting, enforcing, and explaining them, providing technical analyses, conducting inspections, and performing code enforcement.
  • Administers and coordinates the review of land use reports for rezoning and land use change applications, including reviewing applications, meeting with applicants, identifying non-compliance issues, and preparing staff reports.
  • Develops and administers the budget for the division, forecasting funding needs and monitoring expenditures.
  • Performs customer service functions for complex and escalated issues, conducting research, providing information, and resolving problems.
  • Provides staff support to the Planning Commission, including creating agenda packets, attending meetings, providing technical advice, and presenting reports.
  • Provides guidance, support, and technical advice to senior management, City administrators, elected officials, and various boards and committees.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations, new trends, and advances in urban and regional planning.
  • Processes a variety of documentation associated with department operations, including forms, reports, correspondence, and plans.
  • Communicates with various stakeholders to coordinate work activities, review status, exchange information, and resolve problems.
  • Operates various equipment as necessary, including a motor vehicle, measuring wheel, camera, inspection equipment, and a personal computer.
