The Planning & Scheduling Analyst plays a key role in designing and delivering effective, realistic transit service for the New Orleans Regional Transit Authority. The successful candidate will be responsible for developing bus and streetcar schedules and for compiling and analyzing a wide range of operational and ridership data to improve the efficiency, reliability, and equity of transit service across the region. The position supports Title VI analysis and community engagement to advance service planning initiatives and ensure mobility needs are met throughout the service area. The Planning & Scheduling Analyst may also serve as project manager for service planning efforts and contribute to cross-departmental projects through data analysis, technical review, and coordination.

Requirements

  • Bachelor’s degree in urban planning, transportation or transit planning, public administration or policy, information systems, Logistics, engineering, or a directly related field from an accredited college or university.
  • 3 years’ experience in transit, transportation, community development, urban planning, or a related field.

  • Experience working for a public transit agency or a firm directly engaged in service planning and scheduling work is strongly preferred.
  • A combination of education and related experience may be considered in lieu of education requirements (7 years or more of applicable experience in the aforementioned fields).

Responsibilities

  • Analyze operational parameters relevant to scheduling and service development: passenger loads, service reliability, running times, ridership, etc.
  • Review, evaluate, and make schedule changes to ensure service and schedules are effective and efficient.
  • Assist in the development of all aspects of the Service Pick (route and trip building, run-cutting, rostering, etc.) and related materials (headway sheets, driver paddles, service budgets, public timetables, etc.).
  • Conduct field studies of existing or proposed transit services, including interacting with the public, operators, and other stakeholders.
  • Collaborate with IT to help troubleshoot the flow of schedule data between the agency's scheduling system, CAD/AVL system, and other ITS platforms used both internally and by the public
  • Conduct research and data collection to support recommendations for new service, service modifications, and service discontinuations.
  • Assist in the development of the agency Short Term Service Plan
  • Interact with operators, supervisors, and managers to evaluate existing or proposed transit services.
  • Assist with development of materials to communicate and implement transit service.
  • Perform auxiliary scheduling tasks to ensure all operational data exported to internal and external stakeholders is accurate and timely.
  • Provide staff support and coordinate on various projects with other divisions.
  • Assist with data collection and processing for the National Transit Database (NTD) report, including data review to ensure accuracy and timeliness of data input.
  • Assist agency efforts to maintain Title VI compliance and prepare Title VI reports
  • Present findings and recommendations to staff and/or outside agencies.
  • Contribute to research and analysis into alternative and innovative transit solutions (e.g., EVs, Microtransit, etc.)
  • Serve as Project Manager for assigned projects and studies.
