About The Position

Allegheny County DHS’s Planning & Innovation unit, within the Office of Analytics, Technology & Planning, helps DHS reach its organizational goals through strategy management, and we are seeking a Planning Analyst to support this work. Planning and Innovation team members are results-focused and adaptable—we are systems-thinkers, effective communicators, and adept project managers. The successful candidate will possess these attributes, alongside exceptional writing, analytical, and interpersonal skills. As part of the Planning and Innovation unit, the Planning Analyst will share responsibility for helping to develop, communicate and implement organizational strategy.

Requirements

  • Effective at analyzing and synthesizing information across multiple sources in order to substantiate recommendations for action
  • Delivers high-quality work products and manages competing priorities with limited supervision

  • Maintains a high degree of flexibility while consistently focusing on the organization’s mission and high standards
  • Willing to quickly learn about unfamiliar subject areas within the health and human services field
  • Bachelor’s degree (Master’s preferred) from an accredited college/university in a related field, plus 2 years of previous experience working in planning, project management, program development, or other related field.
  • Any equivalent combination of education and experience which meets the required knowledge, skills and abilities.

Responsibilities

  • Facilitating planning processes that engage stakeholders, incorporate analyses of client and financial data, and consider human services and policy trends
  • Preparing written plans and reports that are outcomes-focused, aligned with organizational strategy, and meet requirements of governing bodies (e.g., state agencies)
  • Identifying and securing new funding through government and foundation grants
  • Using data analyses, best practice research, and stakeholder feedback to recommend system and quality improvements
  • Managing process improvement projects
  • Writing and managing procurements for new or improved programs and services
