About The Position

Central Arizona Project (CAP) is seeking a Planning Analyst II or Senior Policy Analyst to research, analyze, and develop critical water resources data for CAP's strategic planning activities and resource policies. This role involves implementing CAP policies and strategies, supporting other departments with data acquisition and analysis, and representing CAP before various agencies and water providers. The position is responsible for acquiring and managing water supplies for groundwater replenishment, developing programs for conservation and augmentation of Colorado River supplies, and working with partners to ensure reliable water delivery to subcontractors. The role requires strong analytical and communication skills, proficiency in data management systems and MS Office Suite, and the ability to analyze complex resource issues and present findings effectively.

Requirements

Bachelor’s degree in economics, physical sciences, natural resources, engineering, business, public policy, law, urban planning, geography, computer systems, or related field from an accredited college or university.
For Planning Analyst II: Five (5) years of recent experience performing functions related to the essential duties of this position; OR three (3) years of related experience with an advanced degree.
For Senior Policy Analyst: Eight (8) years of recent experience performing functions related to the essential duties of this position; or six (6) years of recent experience with an advanced degree.
Strong analytical and communication skills (oral and written).
Ability to work effectively with others in a team-oriented environment.
Proficient in the use of spreadsheets and databases.
Demonstrated excellent analytical ability in applying specialized and conceptual knowledge in the areas of responsibility.
Solid working knowledge in MS Office Suite.
Experience reading, extrapolating, and understanding GIS (Geographic Information Systems) data.
Ability to analyze resource issues and present findings and recommendations in a logical and understandable manner.
Ability to develop policy statements and supporting justification.
Ability to respond and work effectively in a high-pressure environment requiring flexibility to meet changing demands.
Demonstrated goal setting and conflict resolution skills.
Valid driver's license and good driving record.

Responsibilities

Acquiring and managing water supplies for groundwater replenishment.
Developing and implementing programs for the conservation and augmentation of CAP's Colorado River supplies.
Working with partners and stakeholders to ensure reliable water supplies for subcontractors.
Determining information needs, conducting research, and coordinating data acquisition from multiple sources.
Overseeing data management systems and translating data into usable formats for analysis.
Analyzing and interpreting data, contracts, regulations, and statutes to solve water resource problems.
Analyzing water use patterns and developing profiles.
Using or devising innovative models and methodologies for analysis.
Preparing and presenting oral and written reports on issues of concern.
Evaluating CAP resource scenarios, developing alternatives, and recommending strategies, policies, and programs.
Implementing specific CAP policies and programs as directed.
Providing analytical support to staff and management on water resource issues, including supply and demand, delivery, recharge, recovery, infrastructure development, reuse, groundwater availability, augmentation, and modeling.
Assisting in the creation of website information with current data, maps, and studies.
Preparing GIS maps displaying data and information for planning staff and senior management.
Developing and preparing reports and studies for management.
Interacting with CAP customers, agencies, and water providers to obtain information and provide input on data analysis and models.
Representing CAP on special committees, study groups, and task forces.
