About The Position

The City of Palm Bay is conducting a multi-level recruitment for Principal Planner, Senior Planner, or Planner. The intent is to fill the current vacancy as a Principal Planner, but applicants with qualifications for Senior Planner or Planner may be considered. This role involves performing planning functions for the Growth Management Department, reviewing planning and zoning applications, administering the City's Comprehensive Plan, land development code regulations, and zoning ordinances. The position also includes preparing city initiatives, land use and zoning amendments, and planning studies. Responsibilities also encompass assisting in identifying issues and problems, researching and gathering data, analyzing alternatives, and implementing plans. Communication with developers, engineers, design professionals, city administrators, regulatory agencies, and the public is a key aspect of the role. For the Principal Planner position, duties may include assuming the responsibilities of the Assistant Growth Management Director in their absence. For the Senior Planner position, work is performed under the overall direction of the Assistant Growth Management Director. For the Planner position, work involves reviewing planning and zoning applications, administering the City's Comprehensive Plan, land development code, and zoning ordinances, and land use and zoning amendments. This role also includes compiling case histories and analyzing alternatives.

Requirements

  • Principal Planner: Bachelor’s Degree from an accredited college or university in Public Administration, Architecture, Environmental Planning, Urban and Regional Planning, Geography or closely related field, plus a minimum of four (4) years of experience in planning and zoning; OR Associate Degree in Public Administration, Architecture, Environmental Planning, Urban and Regional Planning, Geography or closely related field, plus a minimum of eight (8) years of experience in zoning and planning. One (1) year of experience in planning and zoning will be accepted with the possession of an American Institute of Certified Planners (AICP) certification.
  • Senior Planner: Bachelor’s Degree from an accredited college or university in Public Administration, Urban and/or Regional Planning, Architecture, Economics, Environmental Management, Geography or Engineering plus a minimum of two (2) years of experience in planning and zoning; OR Associate Degree from an accredited college or university in Public Administration, Urban and/or Regional Planning, Architecture, Economics, Environmental Management, Geography or Engineering plus a minimum of six (6) years of experience in planning and zoning.
  • Planner: Bachelor's degree from an accredited college or university in Urban and/or Regional Planning, Public Administration, Architecture, Economics, Geography, Engineering, Environmental Management or a closely related field; OR Associate degree from an accredited college or university in Urban and/or Regional Planning, Public Administration, Architecture, Economics, Geography, Engineering, Environmental Management or a closely related field plus two (2) years of experience in planning and zoning or a closely related field; OR High School Diploma, GED or equivalent plus four (4) years of experience in planning and zoning or a closely related field.
  • Must possess a valid Florida Driver’s License and have and maintain an acceptable, safe driving record.
  • Must have proven experience in writing technical reports and in advanced technical graphics skills (Principal Planner).

Nice To Haves

  • Knowledge of Geographic Information Systems (GIS) preferred (Principal Planner).
  • Preferred candidates will have prior supervisory experience (Principal Planner).
  • Preferred Candidates will have experience in writing technical reports, advanced technical graphics skills, some knowledge of Geographic Information Systems (GIS) and be eligible for the AICP certification (Senior Planner).
  • Preferred Candidates will have experience in writing technical reports (Planner).

Responsibilities
