About The Position

The Southeastern Pennsylvania Transportation Authority (SEPTA) is seeking to hire candidates for the role of Planner, Real Estate Planning & Development (6127). This position supports the Manager, Real Estate Planning and Development by assisting in the development of SEPTA's Transit Oriented Communities program. The role performs a wide range of real estate and transit planning functions, provides technical assistance and support for land use, zoning, and development changes that advance the Authority's goals. The Planner will conduct research, analyze transit and transportation policies, and coordinate planning efforts with internal departments and external entities. Additionally, the role evaluates the potential feasibility of SEPTA property redevelopment.

Requirements

  • Bachelor's Degree from an accredited college or university in Urban, Regional or Transportation Planning, Geography, Business or Public Administration or related field.
  • Three (3) years of related planning or real estate experience required, preferably in the transit industry.
  • An equivalent combination of education and experience (two (2) years relevant experience equating to one (1) year of formal education), may be considered in lieu of the above requirements.
  • Excellent verbal and written communication skills are required.
  • Proficiency in software applications including ArcGIS or other related GIS software, Adobe Creative Suite, Microsoft PowerPoint, Word and Excel are required.

Responsibilities

  • Assist the Manager, Real Estate Planning and Development and the Real Estate Department Staff in advancing redevelopment of SEPTA properties through the Transit Oriented Communities (TOC) program.
  • Support redevelopment of SEPTA property through organization of property surveys, property research, Phase 1 environmental studies, and other pre-development inquiries.
  • Maintain and analyze data that evaluates SEPTA's TOC opportunities.
  • Conduct analysis and prepare memos with findings focused on property existing conditions including demographic and market analysis, parking utilization, land use, environmental conditions, development history and context, and zoning.
  • Aid with internal and external meeting coordination including meeting organization, staffing and set-up, presentation preparation, meeting notes and summaries, and meeting notification and outreach efforts for public meetings.
  • Evaluate plans and projects of other transportation agencies and planning commissions with respect to the TOC program.
  • Assist with various external studies and programs that impact land use, zoning, and development around SEPTA stations and services.
  • Review proposed and current Federal, State, regional and local transportation planning policies, procedures, laws, ordinances and regulations that impact or support the TOC program.
  • Assist with the coordination, planning, and TOC/Real Estate policy development with municipal, County, City of Philadelphia, and other governmental and advocacy groups.
  • Represent SEPTA at meetings.
  • Assist with inquiries from external parties.
  • Prepare written communications, staff reports, and general informational memos.
  • Maintain well organized files, communications, and project timelines.
  • Review and provide analysis of TOC/Real Estate project proposals.
  • Visit various field locations.
  • Advance SEPTA trail project coordination by tracking project documentation and status, internal and external project coordination, and mapping.
  • Supports multi-modal access to stations and services through integration with the TOC program.
  • Perform other duties as assigned related to Right of Way, Right of Entry, and other real estate transactions.
