About The Position

The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters, ranging from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM serves as the liaison between federal, state, and local agencies, preparing and implementing a statewide Comprehensive Emergency Management Plan, conducting exercises to test emergency response capabilities, and providing technical assistance and training to local governments and agencies. FDEM is the lead agency for the State Emergency Response Team (SERT), coordinating state efforts during disaster response and recovery from the State Emergency Operations Center (SEOC) in Tallahassee. It also manages the State Watch Office, a 24-hour operation providing statewide situational awareness, and conducts damage assessment surveys after disasters to advise the Governor on emergency declarations and federal relief funds. Requirements

• A minimum of two years’ experience in Emergency Management, Planning, Communications or a related field. A post-secondary degree from an accredited institution in any of the above-mentioned fields may substitute for the required experience on a year-for-year basis.
• Valid driver’s license.
• Experience using Microsoft Office Suite (Excel, Word, Outlook), and the ability to learn and navigate division enterprise business systems.
• Knowledge of the federal Superfund Amendment and Reauthorization Act (SARA) Title III, EPCRA, Tier II, and related federal and state hazardous materials planning and prevention regulations.
• Skill and ability to implement program requirements in accordance with established legislation, rule and procedures.
• Skill and ability to provide technical assistance to government, industry, and the general public for both program and emergency management responsibilities.
• Skill and ability to communicate orally and in writing.
• Skill and ability to track, investigate, and summarize all possible hazardous materials incidents reports for consistency with federal and state reporting requirements.
• Knowledge, skill, and ability to operate computer databases and desktop programs in order to support program implementation.
• Ability to work non-traditional hours and travel as required.

Responsibilities

• Serve as Tier II Unit Lead and perform all functions necessary to ensure chemical facilities are in compliance with EPCRA and Tier II.
• Continuously review and assess chemical and facility information for assigned facilities.
• Perform facility outreach for suspected non-reporting facilities to ensure all facilities required to submit Tier II chemical inventories adhere to the law, utilizing all resources available to include, but not limited to: prior year reports, public information, Florida DEP storage tank records, State Watch Office incident reports, and Florida Department of State Corporate filing records.
• Provide technical assistance to facilities.
• Ensure compliance with federal and state statutes and regulations regarding hazardous materials.
• Process public records requests through FDEM External Affairs for hazardous materials related information.
• Provide technical assistance to vendors, local, state, and federal partners regarding management systems utilized by the Bureau (i.e., Salesforce platforms, Invoice Submission Portal, etc.).
• Participate in activations of the State Emergency Operations Center.
• Perform other duties as assigned.
