About The Position

Shape the growth of our city by driving innovative infill strategies that support urban densification. The City of Edmonton is looking for a decisive, forward-thinking Planner II to lead our Infill Liaison Team (ILT). As an advanced planner, you will spearhead projects supporting City Plan initiatives to achieve a 50%25 residential infill growth target. Operating with a high degree of independence, you will manage complex cross-departmental work, design and advance outcome oriented infill initiatives, and directly supervise junior planning personnel. This position requires navigating high-priority timelines, balancing competing interests and improving relationships between development organizations and established neighbourhoods.

Requirements

  • Undergraduate degree in Urban Planning, Business Administration, Public Governance, or a related discipline
  • Minimum of four (4) years of progressive professional experience in urban planning frameworks
  • Leadership proficiency to effectively manage team dynamics, assign workloads, and optimize operational work plans
  • Advanced problem-solving capabilities to resolve gridlocks and drive process improvements
  • Sophisticated mediation talents to navigate conflicting views between business associations, building developers, and residential neighbours
  • Influential communication skills to achieve program buy-in across intersecting municipal departments without having direct formal authority
  • Technical document writing precision required to compose objective, high-level briefing notes and Council reports
  • Public speaking presence to deliver presentations and address complex questions at committee sessions or public hearings
  • Data analytics literacy to evaluate file intake metrics and identify long-term community development trends
  • Sound professional judgment, diplomacy, and absolute discretion when handling socially and politically sensitive urban planning topics
  • Project management mastery to prioritize competing files and hit long-term deadlines under persistent operational pressure
  • Strategic thinking capacity to map annual program actions against 3-to-5-year municipal planning horizons
  • Compliance with the City of Edmonton’s safety standards for Personal Protective Equipment (PPE), such as wearing steel-toe boots, gloves, goggles, sunscreen and coveralls
  • Candidates are required to hold a valid Alberta Class 5 driver’s license (or provincial equivalent) or higher. Candidates will be required to arrange their own transportation and, where appropriate, will be reimbursed in accordance with City of Edmonton policy. This may require the candidate to obtain business-use auto insurance

Responsibilities

  • Advance projects supporting the ILT work plan, translating complex plans, policy, bylaws, and guidelines into operational outcomes
  • Formulate clear recommendations, technical briefings, memos, and formal reports for City Council and senior leadership
  • Address and resolve highly complex, escalated inquiries from community leagues, business groups, and elected officials
  • Hold collaborative partners accountable to project milestones by enforcing service level agreements and terms of reference commitments
  • Analyze operational data and infill metrics to isolate critical systemic issues and recommend continuous process improvements
  • Collaborate with the Coordinated Construction Accountability Team (CCAT) to lead the development, execution, and long-term oversight of the construction site safety program related to infill development
  • Supervise, mentor, and guide junior planners on planning theories, technical standards, and professional delivery expectations
  • Manage multi-agency alignment by chairing strategic meetings with regulatory bodies, including fire rescue, health services, and police authorities
  • Coordinate the comprehensive recruitment process for the team, including candidate interviews, onboarding frameworks, and ongoing training
  • Establish clear metrics to evaluate employee performance, review program outcomes, and verify operational goals align with corporate strategies
