The incumbent will work on a wide range of technical, non-technical and policy issues to advance the Department of Transportation's priorities. The successful candidate will be responsible for coordinating general zoning and land-use planning program development, reviewing for approval new subdivision and development plans, reviewing long range and multi-modal planning documents, participating in traffic safety initiatives, and serving as the project lead or collaborator on other tasks that support the Department's mission. The ideal candidate will have a passion for transportation planning, be detail oriented, and have strong communication skills.

Requirements

  • Bachelor’s degree from an accredited college or university with a major in City, Urban or Regional Planning, Geography, Architecture, Landscape Architecture, Cartography, Remote Sensing or other degree as identified by the department head at the time of recruitment AND two years of professional planning work experience reviewing or processing subdivision plats, development plans, rezoning applications or in comprehensive urban or regional planning or landscape architecture.
  • OR: Six years of professional planning work experience reviewing or processing subdivision plats, development plans, rezoning applications or in comprehensive urban or regional planning or landscape architecture.
  • OR: Two years of experience as a Planner I with Pima County.
  • (Relevant experience and/or education from an accredited college or university may be substituted.)
  • Valid driver license is required at time of application.
  • Valid AZ driver license is required at time of appointment.
  • The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures.
  • Failure to obtain and maintain the required licenses and certifications shall be grounds for termination.

Nice To Haves

  • Bachelor's and/or master's degree from an accredited college or university in urban planning, civil engineering, transportation engineering, or related field.
  • Minimum three (3) years experience in transportation planning and/or travel demand forecasting, or traffic impact analysis, or quantitative and qualitative analysis, including smart mobility and modeling.
  • Minimum three (3) years experience reviewing subdivision and/or development plans and roadway engineering drawings in accordance with Pima County Roadway Standards and Specifications.
  • Minimum three (3) years experience managing programs or projects including developing project scopes, schedules, and budgets. This may also include transportation funding and roadway impacts fee programs and methods.
  • Minimum three (3) years professional experience applying transportation planning software and tools such as GIS (Geographic Information Systems), traffic modeling software (e.g., Synchro, VISSIM), or data analysis tools (e.g., Excel, Python, R).

Responsibilities

  • Coordinates, schedules and participates in land planning work and research
  • Prepare amendments to update and implement the County’s zoning code, Comprehensive Plan and other development plans and regulations
  • Maintains and updates department records, files, databases and maps
  • Review and analyze applications for rezoning variances, comprehensive plan amendments and other development plans and prepares staff recommendations on same based on applicable research, current or past studies and other relevant factors
  • Presents oral and written presentations and staff reports or recommendations to various County, other government, or public agencies, committees, boards, regulatory committees, or citizens groups
  • Performs general zoning administration including research, review, interpretation and revision to codes, ordinances, regulations and policies
  • Reviews complex building and infrastructure permits for compliance with planning and zoning regulations
  • Provides information services to the general public, developers, contractors or government employees and agencies regarding planning or zoning policies, procedures, or processes
  • Represents planning division staff on various local planning committees and boards
  • May supervise, train and evaluate staff, make effective recommendations on hiring, termination and related personnel activities.
