About The Position

The City of Windsor is seeking a Planner II - Research & Policy Support to join their Planning - Policy department. This regular full-time, non-union position reports to the Manager, Planning Policy/Deputy City Planner. The role involves researching issues affecting community growth and development, recommending land use policies, preparing reports and recommendations for various committees, facilitating public consultation, and conducting statistical analysis. The position also assists with coordinating databases, conducting studies on community conditions, reviewing policy initiatives from senior government levels, providing expert evidence at hearings, and advising public agencies and the general public. The role also includes performing Occupational Health & Safety duties and other required duties.

Requirements

  • University Degree in Planning or related field, or Ontario Ministry of Education equivalency.
  • Minimum of four (4) years of experience in planning or related field.
  • Must be a full Member of the Canadian Institute of Planners (MCIP) or must be able to attain full membership within three (3) years of accepting the position.
  • Ability to travel to off site locations in a timely and expedient manner as required.
  • If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment.
  • Knowledge of the Ontario Planning Act, related legislation and provincial policies, and the development review process.
  • Excellent verbal, written, and visual communication skills.
  • Ability to make oral presentations.
  • Ability to develop and use graphic aids.
  • Proficient in the use of Microsoft Suite of products, graphic software and land based information systems.
  • Excellent organizational and interpersonal skills.
  • Ability to solve problems and meet deadlines under pressure.
  • Knowledge of the Occupational Health & Safety Act, its Regulations and knowledge of the hazards associated with the work.

Nice To Haves

  • Proficiency in ArcGIS is desirable.

Responsibilities

  • Research issues affecting growth and development in the Community and recommend land use policy to promote efficient and effective land use patterns.
  • Research and prepare reports with recommendations on assigned planning studies to the Planning Advisory Committee, Committees of Council and City Council.
  • Facilitate public consultation, liaison and Community outreach.
  • Research and prepare Official Plan amendments and special studies.
  • Conduct statistical analysis and prepare projections on demographics and land use requirements.
  • Assist with the coordination of data bases on land use patterns, population and economic resources.
  • Conduct studies on the physical, social, environmental and economic conditions in the Community.
  • Review and provide recommendations on policy initiatives proposed by senior levels of government.
  • Provide expert evidence at hearings of the Ontario Municipal Board and other tribunals.
  • Provide advice to public agencies, Community/neighbourhood associations, the general public and internal service units of the Corporation with regard to the key responsibilities of the Planning Policy Section and answer public inquiries.
  • Perform Occupational Health & Safety duties as outlined in the Corporate Health & Safety Program.
  • Perform other duties as required.
