About The Position

Validus Energy/Blue Mountain Midstream is seeking a qualified Pipeline Compliance Specialist in Tuttle, Oklahoma who is responsible for the company’s compliance with federal and state pipeline-safety requirements. The Pipeline Compliance Specialist will coordinate regulatory programs, documentation, reporting, training records, inspections, and corrective actions across operations. The Compliance Specialist maintains compliance records, monitors regulatory deadlines, assists with required reporting, supports agency inspections and audits, tracks corrective actions, and helps ensure that regulated pipeline activities are performed and documented in accordance with approved procedures.

Requirements

  • High school diploma or equivalent
  • Minimum of one year of experience supporting compliance with PHMSA pipeline safety regulations, particularly 49 CFR Parts 191, 192, 195, and 199.
  • Demonstrated ability to interpret regulatory requirements and translate them into practical procedures, processes, and compliance activities.
  • Ability to communicate effectively with field employees, technical personnel, management, contractors, and regulatory agency representatives.
  • Must possess a current, valid driver’s license and the ability to meet and maintain all eligibility requirements to drive a company vehicle.
  • The qualified candidate must be authorized to work in the United States and not require company sponsorship.

Nice To Haves

  • Current Operator Qualifications for relevant covered tasks, or the ability to obtain required qualifications within a designated period after hire.
  • Three or more years of experience in pipeline operations, regulatory compliance, integrity management, safety, or a related midstream function.
  • Experience supporting PHMSA or state pipeline safety inspections, audits, or regulatory inquiries.
  • Experience with regulated gas gathering, gas transmission, crude oil, refined product, NGL, or other midstream pipeline systems.
  • Knowledge of applicable state one-call, damage prevention, and pipeline safety requirements.
  • Knowledge of, or operational experience within the Anadarko Basin.
  • Experience with OnPing or comparable SCADA or automation platform.

Responsibilities

  • Maintain all required Operator Qualification (OQ) records in accordance with 49 CFR Part 192, Subpart N, and/or 49 CFR Part 195, Subpart G
  • Coordinate the preparation, review, and submission of PHMSA-required reports, including annual reports, incident or accident reports, safety-related condition reports, and National Registry of Pipeline and LNG Operators filings, as applicable.
  • Assist Operations and management in evaluating pipeline events to determine whether federal or state reporting or notification requirements have been triggered.
  • Maintain supporting documentation for regulatory reports and verify that required follow-up or supplemental reports are completed within established deadlines.
  • Coordinate updates to operator identification, asset, mileage, commodity, and facility information used in regulatory reporting systems.
  • Track reportable incidents, abnormal operating conditions, safety-related conditions, and regulatory correspondence through final resolution.
