About The Position

This is a new assembled examination for the Physician V position. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified bilingual persons who speak English and are also fluent in Spanish, Chinese, Vietnamese, Cambodian, Laotian, Korean, Mien, Tagalog, Amharic, Farsi, Dari, Tigrigna, Russian, Romanian or Sign Languages are especially encouraged to apply, as there is additional biweekly compensation for designated bilingual positions. Qualified candidates may be tested to demonstrate language proficiency. Alameda County Health is the local government agency that promotes and protects the health and well-being of all who live, work, learn, and play in Alameda County. They coordinate services and cultivate partnerships to ensure access to healthcare, organize and deliver services to people with Medi-Cal and without insurance, support resilient communities, and improve health for all, focusing on health equity by developing programs and systemic solutions that reduce disparities. The Behavioral Health Department, as part of Alameda County Health, supports people with Medi-Cal and without insurance living with serious mental illness and substance use conditions. They provide services through a network of contracted providers and administer State resources and training for behavioral health professionals. They advocate for patients and families and are outpatient specialists for mental health services for older adults and youth, substance use providers, treatment program specialists, advocates for quality improvement and patients’ rights, and psychiatric and integrated health care providers.

Requirements

  • Possession of a valid license to practice medicine in the State of California.
  • Possession of an NPI number prior to the first day on the job.
  • Completion of the 'Medicare Enrollment Process for Physicians and Non-Physician Practitioners' through the Centers for Medicare and Medicaid Services (CMS) prior to the first day on the job.
  • Active enrollment in Medicare is a condition of employment.
  • Successful enrollment in Provider Application and Validation for Enrollment (PAVE) web portal prior to commencing employment for those rendering direct specialty mental health services.
  • Equivalent of two years in the class of Physician IV in the Alameda County Classified service OR equivalent of four years of post-residence experience which must have included at least two years of experience with teaching, supervisory, and administrative responsibility.
  • If appointed to a Public Health Director position, possession of an MPH from an accredited college or university.

Nice To Haves

  • Successful completion of a four-year residency in psychiatry (for the current vacancy).
  • Experience overseeing psychiatric services in a county setting, behavioral health organization, acute psychiatric facility, or integrated medical/behavioral health facility.
  • Well-versed in WIC, LPS, and other legislative matters related to county operations.
  • Knowledge of provision and oversight of outpatient pharmacy, nursing, and general behavioral health (mental health and substance use) treatment requirements.
  • Acute understanding of, and experience with, clinical assessment, diagnosis, treatment, services, and delivery.

Responsibilities

  • Plan, organize, and direct a large group of closely related services or programs in a public health or mental health department.
  • Coordinate services with other County health agencies.
  • Provide professional consultation.
  • Manage a division/department in the Health Care Service Agency.
  • Exercise functional and administrative supervision over a program.
  • Ensure services or programs are recognized by the medical community as being essential to the operation of a public health or mental health program.
  • Report directly to a Medical or Department Director.
