About The Position

The Physical Security Specialist (Special Programs) role involves the daily management of physical security requirements for Intelligence Community Directive (ICD) 705 facilities. This includes overseeing the design, construction, and refurbishing of these specialized facilities. The position serves as a Site Security Manager (SSM) for ICD-705 facilities, assisting with facility accreditations by completing necessary documentation such as Construction Security Plans (CSP), Fixed Facility Checklists (FFCs), and TEMPEST checklists to obtain and maintain government approvals for Sensitive Compartmented Information Facilities (SCIFs) and Special Access Program Facilities (SAPFs). The specialist is responsible for ensuring all ICD 705 facilities meet contractually mandated requirements and that sponsor requirements are applied during construction. This role also manages all lifecycle documentation from initial accreditation through renewals and decommissioning. The specialist functions as part of a team of subject matter experts in physical security, network planning, and facilities management, executing security requirements outlined in Intelligence Community Directives (ICDs), SAP Manual Vols. I-IV, and applicable regulations. This includes coordinating accreditations with government sponsors and intelligence community partners, and working with facilities management, contractors, and subcontractors to address construction-related issues and ensure security compliance. The role requires reviewing architectural drawings, coordinating with government Industrial Security Representatives and laboratory security professionals, and performing physical security coordination for multiple programs. The specialist will interface with design teams to develop sketches and schematics, provide construction requirements, and ensure CTTA TEMPEST standards are implemented. Coordination of co-use and joint use agreements between sponsors and Cognizant Security Authorities is also a responsibility. The specialist will assist CSSOs with annual self-inspections, bi-annual inspections of access control and intrusion detection systems, and oversee security containers, locks, and keys. A key responsibility is the daily management of a risk mitigation program for Portable Electronic Devices (PEDs) entering ICD-705 facilities, including coordination with the Accrediting Official, managing mitigation plans, inventory, training, and user agreements. The role also involves attending physical security training, networking events, and developing/administering ARL ICD 705 training. Support for the ARL Physical Security Manager in overseeing guard force requirements and physical security for Other Support Activities (OSAs) is also included.

Requirements

  • Bachelor’s Degree.
  • Five years of demonstrated relevant experience in security, engineering, business management or similar field.
  • Possess knowledge of physical security governing guidelines such as the ICD705 and Tech Specs, and DODM 5205.07, Vol 3 SAP Physical Security .
  • Ability to work and communicate with all clients, both internal and external from a wide variety of backgrounds and technical disciplines.
  • Familiarity with sensitive facility accreditation processes.
  • Ability to work independently with sensitive and classified information.
  • Ability to work under minimal supervision, to self-initiate activities and work within timelines.
  • Relevant education and experience may be substituted as appropriate.

  • Applicant selected will be subject to government security investigation and must meet eligibility requirements for access to classified information at the level appropriate to the project requirements of the position.
  • Employment will be contingent on selected applicant submitting application for access and receiving notification of eligibility within a time period to be specified in the job offer.

Responsibilities

  • Provide oversight of the design, construction and refurbishing of the Intelligence Community Directive (ICD) 705 facilities.
  • Serve as a Site Security Manager (SSM) for ICD-705 facilities, including assisting with facility accreditations to include, but not limited to, the completion of Construction Security Plans (CSP), Fixed Facility Checklists (FFCs) and TEMPEST checklists in order to obtain and maintain government approvals for the use of these facilities (SCIFs/SAPFs).
  • Responsible for ensuring all ICD 705 facilities meet the contractually mandated requirements and that sponsor requirements are appropriately applied during construction.
  • Responsible for the management of all lifecycle documentation from initial accreditation, to renewals, and the end-of-life decommissioning.
  • Function as part of a team of physical security, network planning, and facilities management subject matter experts executing physical security requirements as outlined in Intelligence Community Directives (ICDs), SAP Manual Vols. I-IV, and applicable regulations (including laboratory policies).
  • Coordinating accreditations with government sponsors and intelligence community partners, as necessary.
  • Responsible for working with facilities management representatives, contractors, and subcontractors to provide options/solutions regarding construction materials, design/installation techniques, and construction lifecycle issues that impact the construction of ICD-705 facilities.
  • Review architectural drawings to ensure security compliance.
  • Coordinate with government Industrial Security Representatives and laboratory security professionals.
  • Perform physical security coordination for multiple programs.
  • Interface with Laboratory and contractor design teams to develop sketches, schematics; provide construction requirements/guidelines to design teams to ensure ICD 705 standards are appropriately applied during construction.
  • Ensures CTTA TEMPEST standards and recommendations are implemented as mandated for all Special Program Security (SPS) facilities.
  • Responsible for coordination with the CTTA, assessing the recommended/required modifications and developing course of action for facility enhancements to meet the requirements.
  • Coordinate co-use and joint use agreements between sponsors and Cognizant Security Authorities for efficient and contractually compliant use of ICD-705 facilities.
  • Assist CSSOs in the completion of annual self-inspections, including but not limited to above ceiling inspections of SPS facilities.
  • Ensure bi-annual inspections of access control systems and intrusion detection systems are conducted and meet the ICD-705 standards.
  • Oversee security containers (safes), locks and keys for all SPS facilities in compliance with government policy documents, including changing of combinations, completion of SF700s, conducting inventories as necessary and ensuring all administrative forms are created, completed and archived as required.
  • Provide daily management of risk mitigation program required to allow Portable Electronic Devices (PEDs), including Medical PEDs into ICD-705 facilities.
  • Responsibilities include but are not limited to; Accrediting Official (AO) approval coordination process, device mitigation plans, inventory, initial and annual refresher training and user agreements for all PEDs that enter SPS facilities.
  • Regularly attend physical security training meetings and networking events to ensure ARL is adhering to the most current physical security requirements.
  • Develop and administer ARL ICD 705 training to RSS staff, as needed.
  • Support the ARL Physical Security Manager in overseeing guard force requirements for SPS facilities and physical security requirements for OSAs.
