About The Position

CLFC Healthcare & Communications is seeking experienced Phlebotomists to join their team, providing on-site phlebotomy services at VA healthcare facilities across Puerto Rico. This role will serve the Veteran community at the San Juan VA Medical Center and outpatient clinics in Ponce, Mayaguez, Arecibo, Ceiba, Comerio, and Guayama. The Phlebotomist will work with a diverse patient population including outpatient, geriatric, and behavioral health Veterans in a clinical setting that values compassion, precision, and reliability. The position supports a long-term contract with a base year and four option years.

Requirements

  • Completion of an accredited phlebotomy training program or equivalent combination of education and clinical experience.
  • National phlebotomy certification from a recognized certifying body (ASCP, NHA, AMT, or equivalent).
  • Minimum one (1) year of direct phlebotomy experience in a clinical healthcare setting (hospital, outpatient clinic, or laboratory).
  • Demonstrated proficiency with venipuncture, capillary collection, and specimen processing techniques.
  • Current BLS certification.
  • Strong patient communication skills, particularly with elderly, disabled, and behavioral health populations.
  • Ability to work independently across multiple clinic locations.

Nice To Haves

  • Bilingual English/Spanish proficiency (strongly preferred given Puerto Rico location).
  • Experience working in a VA or federal healthcare environment.
  • Familiarity with VA electronic health record systems (CPRS/VistA).
  • Experience with geriatric and behavioral health patient populations.
  • Phlebotomy experience with difficult venous access patients.

Responsibilities

  • Perform venipuncture, capillary puncture, and specialized blood collection procedures on Veterans in outpatient and clinic settings, following Clinical and Laboratory Standards Institute (CLSI) phlebotomy standards.
  • Verify patient identification using two-patient identifier protocols prior to every blood draw to ensure specimen integrity and patient safety.
  • Collect, label, process, and transport blood specimens according to laboratory protocols, maintaining proper chain of custody and specimen handling requirements.
  • Operate and maintain blood collection equipment, centrifuges, and point-of-care testing devices per manufacturer specifications.
  • Manage daily phlebotomy workload across assigned clinic locations, prioritizing STAT and time-sensitive laboratory orders.
  • Document all collection activities accurately in the electronic health record system, including specimen collection times, volumes, and any complications.
  • Communicate effectively with patients who may have limited English proficiency, physical disabilities, cognitive impairments, or behavioral health conditions, using a trauma-informed and patient-centered approach.
  • Adhere to all infection control protocols, including proper use of personal protective equipment, sharps disposal, and biohazard waste management.
  • Report adverse events, near-misses, and specimen quality issues through established quality assurance channels.
