About The Position

The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Pharmacy Director in the Chief Medical Office. This position provides executive-level oversight and strategic management of the DMAS Pharmacy Program, including the design, development, and implementation of a single Pharmacy Benefit Manager (PBM) model for the Virginia Medicaid enterprise. The position holds authority over pharmacy policy development and interpretation, payment methodology and rate-setting, and provider oversight functions. As a senior manager within the Office of the Chief Medical Officer, this role directs the pharmacy unit, advises agency leadership and the General Assembly on pharmacy program operations and legislative matters, resolves complex and sensitive issues affecting pharmaceutical access and expenditures, and ensures alignment of the pharmacy program with federal and state regulatory requirements, DMAS mission, and Commonwealth health policy objectives. The business needs for this position have in office requirements to include but are not limited to attending in-person meetings, trainings, travel, conferences, and external stakeholders' meetings. Located in beautiful Central Virginia, the Richmond area puts you just 2 hours from the Blue Ridge Mountains, Virginia Beach and Washington DC. Requirements

  • Considerable knowledge and experience administering or overseeing pharmacy programs, Pharmacy Benefit Management (PBM) operations, or managed care pharmacy functions.
  • Considerable knowledge and experience with pharmacy payment methodologies, drug pricing benchmarks, and Medicaid fee-for-service and managed care reimbursement structures.
  • Considerable experience with strategic planning, program evaluation, and performance measurement in health care or government settings.
  • Considerable experience in policy development, analysis, and implementation within Medicaid, health care, or public health programs.
  • Considerable knowledge/experience of systems/programs/computer software.
  • Considerable experience interpreting, applying, and monitoring compliance with federal and state laws, regulations, and policies governing Medicaid pharmacy programs and related CMS guidance.
  • Experience in meeting Federal and State program deadlines.
  • Experience engaging and managing relationships with internal and external stakeholders, including CMS, state agencies, legislative bodies, managed care organizations, PBMs, providers, and pharmacy associations.
  • Must have current Virginia pharmacy license.
  • Must possess an active Doctor of Pharmacy degree.

  • Considerable experience leading professional staff within a government agency, managed care organization, or similarly complex environment.
  • Experience navigating organizational change.
  • Experience presenting or responding to legislative committees and/or legislators on pharmacy program policy or budget matters.
  • Knowledge of and experience with value-based pharmacy arrangements, outcomes-based contracting, or innovative drug payment models.
  • Experience managing or overseeing state Medicaid pharmacy programs, specialty pharmacy programs, pharmacist as provider programs, drug rebate programs, and/or 340B program compliance.
