About The Position

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards the smallest jail system possible without compromising public safety. The DOC is solely responsible for maintaining a safe and secure environment for staff, visitors, volunteer and people in custody inside our jails. Importantly, safe jails enable DOC to providing people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with over 7,500 diverse professionals and knowledge experts.

The DOC seeks to recruit an experienced candidate to serve as a Personnel Supervisor for the Queens Detention Complex (QDC). This position works closely with the Commanding Officer to ensure operational efficiency of the facility. Job functions include, but not limited to;

Requirements

• ALL CANDIDATES MUST BE PERMANENT IN THE TITLE OF PROGRAM SPECIAL AND EMPLOYED BY THE NEW YORK CITY DEPARTMENT OF CORRECTION
• A baccalaureate degree from an accredited college or university with specialization in public or business administration, sociology, criminology, mathematics, statistics, or related fields; or
• An associate degree from an accredited college in public or business administration, sociology, criminology, mathematics, statistics, or a closely related field and two years of full-time satisfactory experience in public or business administration, community relations, social work, mathematical or statistical research; or
• A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and four years of Full-time satisfactory experience as described in “2” above; or
• A satisfactory combination of education and/or experience which is equivalent to “1”, “2”, or “3” above. College education may be substituted for up to two years of experience on the basis of 30 semester credits for one year of experience. However, all candidates must have a four year high school diploma or its educational equivalent.
• For Assignment Level II and III, in addition to meeting the qualification requirements above, one additional year of the experience described in “2” above is required for Assignment Level II and two additional years of experience for Assignment Level III.
• For Assignment Level II and III, in addition to meeting the qualification requirements above, one additional year of the experience described in “2” above is required for Assignment Level II and two additional years of experience for Assignment Level III.

• Familiarity with building systems, including mechanical, electrical, plumbing, fire-life safety and elevators;

• Must be proficient in Microsoft Word and Excel;
• Experience with automated information systems: VENDEX, FMS, APT, and DCAS/DMSS Direct Order and Storehouse requisitions.

Responsibilities

• Prepare and monitor the weekly and daily schedules for distribution, posting and filing.
• Review/oversee all leave requests i.e. time dues, mutuals, death in family, jury duty, and official business.
• Prepare various monthly and weekly facility statistical reports.
• Ensure facility remains in compliance with the authorized table of organization.
• Process hardships and family leave requests.
• Prepare evaluations for uniform and non-uniform staff.
• Provide assistance to all members of service with any personnel issues.
• Responsible for the submission and completion of all Close of Business requests, for both Commands.
• Process vacation request for uniform/civilians.
• Provide a notice to uniformed staff informing them of the sick days they have used.
• Responsible for the service of all subpoenas, charges and interview requests by other divisions (i.e. Legal, EEO, HR, and ID) for all MOS assigned to Command.
• Serve chronic sick notice to uniform staff that have reached/exceeded the 12 day sick limit. Will initially process and review chronic sick appeals.
• Provide staff with Attendance Counseling, informing staff of the time off they have taken (i.e. annual time and sick time).
• Deliver LENS Suspension notices to staff that are sent from SOD. Providing them with the reason they are not allowed to drive the DOC vehicle and how to resolve.
• Review and process schedule switch between uniformed staff (mutuals).
• Liaison with Captain and Officer Unions regarding any issues that may arise.
• Process resignations & retirements for staff, reviews all necessary paperwork and collects any property belonging to the DOC.
• Responsible for daily monitoring and tracking of schedule for uniformed staff ensuring that all posts are covered.
• Schedule and track trainings for all uniformed staff. Ensuring they are notified of all training information and all posts are covered.
• Tracking of additional tours of duty for Captain and ADW officers.
• Review, creation, and submission of 22R requests for staff’s work history in the DOC.
• Does an initial review of firearm requests before submitting them to the Warden for final review.
• Responsible for monitoring the Command’s Table of Organization Report
• Create weekly and monthly reports regarding uniform staff’s OT, Schedule, and any other data requests
