About The Position

The Personnel Security Specialist will support stakeholders in investigative and administrative actions needed to ensure that all personnel who require access to information or facilities are efficiently and effectively processed for the appropriate security clearance. This is a one (1) year opportunity. Essential duties include administration and maintenance of personnel security systems (DISS, NBIS, eAPP, NP2 Portal, CVS/PIPs, fingerprinting), handling security clearance processes (initiation, submission, monitoring), compliance reporting, and security training. The specialist will also perform adjudications for Public Trust and National Security cases, demonstrate comprehensive knowledge of security requirements (E.O. 10450, E.O. 12968, Adjudicative Guidelines), understand and apply security regulations, stay updated on legal determinations, analyze and evaluate complex investigative reports, review security forms, communicate and collaborate with various levels within the Department and other Federal agencies, and produce logically organized, clear, concise, and unbiased written products based on factual information.

Requirements

  • HS Diploma
  • Five (5) to Seven (7) years of experience handling Tier 1-5 investigations
  • Top Secret clearance
  • Possess a deep understanding of current investigative techniques, practices, and legal limitations
  • Be knowledgeable about factors affecting the suitability of applicants for Federal Government employment, as outlined in 5 CFR 731 and 3 FAM 622
  • Exhibit familiarity with subversive and foreign intelligence service organizations, operations, and methods of the Department of State, DCSA, and OPM
  • Detailed knowledge of personnel security administration requirements, DCSA clearance procedures eApp and DISS use and management
  • Communicates clearly orally and in writing
  • Strong customer service and communication skills
  • Knowledge of Microsoft Office and associated software
  • Excellent customer service via phone and face to face conversation
  • Excellent written and oral command of English

Responsibilities

  • Remain updated on the results of court cases and other legal determinations impacting the personnel security program
  • Analyze and evaluate investigative reports of a complex nature and proficiently prepare oral and written summaries of the contained information
  • Review security forms for completion and accuracy
  • Effectively communicate and collaborate with individuals at various levels within the Department and other Federal agencies
  • Demonstrate the ability to draw sound conclusions and make recommendations solely based on factual information, producing logically organized, clear, concise, and unbiased written products
