About The Position

The Personnel Security Specialist supports the administration and execution of the Nakupuna Companies Personnel Security (PERSEC) Program under the direction of the Director of Industrial Security and Insider Threat Programs. This is a pipeline position intended to support current and anticipated growth across the Nakupuna Companies and may be filled as business, contract, and workforce requirements evolve. The position is responsible for administering personnel security actions throughout the employee security lifecycle, including security clearance verifications, cleared employee onboarding, background investigations, Continuous Vetting and related SF-86 requirements, personnel transfers, separations, foreign travel processing, training compliance, and maintenance of accurate personnel security records. The Personnel Security Specialist supports employees and consultants across multiple cleared Nakupuna Companies and Lines of Business and works closely with the Facility Security Officer (FSO), Assistant Facility Security Officer (AFSO), other PERSEC personnel, Security Line of Business Leads, Recruiting, Human Capital, Program Managers, Information Technology, government security representatives, and other stakeholders. The successful candidate must be able to independently manage a high volume of personnel security actions, identify clearance and compliance issues, communicate requirements clearly, protect sensitive personnel information, and maintain accurate and auditable records in accordance with the National Industrial Security Program Operating Manual (NISPOM), Defense Counterintelligence and Security Agency (DCSA) requirements, company security procedures, and applicable customer requirements.

Requirements

  • Minimum of five (5) years of professional Personnel Security experience supporting cleared personnel within the National Industrial Security Program.
  • Successful completion of the Defense Counterintelligence and Security Agency (DCSA), Center for Development of Security Excellence (CDSE), FSO Program Management for Possessing Facilities curriculum (IS030.CU).
  • Demonstrated experience administering personnel security clearance and background investigation actions.
  • Hands-on experience with DISS and NBIS/eApp.
  • Working knowledge of 32 CFR Part 117, DCSA personnel security requirements, and applicable personnel vetting processes.
  • Experience with security clearance verifications, investigations, cleared onboarding, Continuous Vetting actions, transfers, and separations.
  • Ability to interpret personnel clearance, eligibility, investigation, and access information and determine appropriate follow-up actions.
  • Strong organizational skills and ability to manage high-volume personnel security actions and competing priorities.
  • Strong written and verbal communication skills.
  • Demonstrated discretion and sound judgment when handling PII, clearance information, and sensitive employee matters.
  • Ability to work independently while collaborating effectively within a distributed Security Team.
  • Ability to obtain and maintain required access to government personnel and industrial security management platforms.
  • Ability to obtain and maintain a U.S. Government security clearance commensurate with assigned responsibilities.

Responsibilities

  • Administer personnel security requirements in accordance with 32 CFR Part 117, DCSA guidance, applicable Security Executive Agent Directives, company security procedures, and customer requirements.
  • Conduct security clearance verifications and review DISS records to validate eligibility, investigation status, access, and other relevant personnel security information.
  • Administer cleared employee onboarding, including company and contract alignment, DISS review, Sign In Compliance profile management, required security documentation, SF-312 execution, and training assignments.
  • Process initial background investigations, clearance upgrades, required SF-86 updates, Continuous Vetting-related actions, and other personnel vetting requirements through NBIS/eApp and applicable government platforms.
  • Monitor investigation and clearance records for out-of-scope conditions, overdue actions, eligibility concerns, missing Continuous Vetting requirements, or other issues requiring follow-up.
  • Administer DISS personnel security actions, including owning and servicing relationships, access updates, transfers, separations, Customer Service Requests, and personnel record corrections.
  • Coordinate proof of citizenship and other required personnel security documentation associated with clearance processing.
  • Process personnel security actions associated with employee transfers, company changes, contract changes, and separations, including required debriefing and clearance record updates.
  • Administer foreign travel reporting requirements, including review of submissions, DISS updates, required pre- and post-travel actions, and coordination of matters requiring additional FSO or counterintelligence review.
  • Monitor initial and annual security training compliance, identify delinquent requirements, and maintain accurate training records.
  • Maintain accurate and auditable personnel security records in DISS, NBIS, Sign In Compliance, Freshservice, SharePoint, Cornerstone, and other approved personnel security management platforms.
  • Protect Personally Identifiable Information, investigative information, clearance information, and other sensitive personnel security records in accordance with applicable requirements.
  • Identify and promptly elevate adverse information, suspicious activity, potential insider threat concerns, clearance risks, or other significant personnel security matters to the FSO or appropriate Security Team leadership.
  • Participate in DCSA security reviews, self-inspections, internal compliance reviews, clearance roster reconciliation, and other audit-readiness activities.
  • Provide knowledgeable and responsive personnel security guidance to employees, candidates, Recruiting, Human Capital, managers, and other stakeholders.
  • Support development and continuous improvement of PERSEC procedures, workflows, job aids, reporting, metrics, and cross-training activities.
  • Maintain working proficiency across the core PERSEC functions, including: Security clearance verifications, Cleared employee onboarding, Initial investigations and clearance upgrades, Continuous Vetting and required SF-86 updates, DISS and NBIS/eApp administration, Proof of citizenship processing, Transfers and personnel changes, Separations and debriefing actions, Foreign travel processing, Training compliance, Personnel security record maintenance, DCSA review and self-inspection support.
