About The Position

This position provides support for security assessment investigations, including background investigations, periodic reinvestigations, and security clearances. It involves employment suitability determinations and continuous evaluation of employees to ensure eligibility for employment. The role independently develops various types of manuals, forms, and instructions to facilitate the operation of the FBI Security Program and participates in special projects such as planning the implementation of new or revised programs. The specialist conducts exhaustive and extensive checks in accordance with the FISs, Federal guidelines, policies, and procedures, demonstrating innovative and imaginative approaches to problem-solving. This role provides direct support and service to the administration of the FBI Security Program by participating in the direction, from inception to completion, of highly sensitive and complex security assessment investigations conducted by the FBI FO’s and rendering appropriate adjudication recommendations. The specialist acts as the technical expert in one or more security programs, serves as an assistant to a program manager, and provides expert advice and assistance in formulating and implementing policies and procedures. The role involves requesting, receiving, scrutinizing, and analyzing FBI Investigative files and related material to determine, isolate, develop, and extract all possible identifying or linking information, matching records, questionable/overlapping elements, and viable avenues of investigative pursuit. This analysis is crucial for determining an individual's ability to hold a security clearance. The specialist analyzes material to detect misrepresentations of facts, criminal or immoral conduct, signs of mentally disabling illness, associations with hostile intelligence individuals or organizations, or individuals of questionable character, or fragments of information that raise suspicion that the subject could be a security risk or a target for coercion. The role includes conducting critical analysis of incoming material/correspondence outlining possible serious and/or very sensitive security concerns relating to complex security assessment issues for the purpose of determining merit for granting, continuing, and/or revoking security clearances and access authorizations. The specialist provides on-the-job training, instruction, guidance, and advice to lower-level specialists, assists in resolving issues, and may be assigned particularly sensitive or complex cases to resolve and complete. The role involves reviewing cases and routine correspondence prepared by specialists for transmittal authorization. The specialist prepares in-depth summaries of pertinent data and composes necessary correspondence to initiate investigations, providing detailed outlines of individual case backgrounds and information developed from research and analysis. This includes defining security vulnerabilities, recommending investigations, identifying leads, and advising of any restricting regulations or information. The role coordinates with FBI Divisions on foreign nexus/concerns to exploit intelligence for adjudicative determination recommendations. It provides an in-depth, high-risk analysis of investigations so that the Government lead can make a security and suitability determination. The specialist evaluates reports of investigations, personnel files, and other records to recommend suitability/security determinations. The role provides recommendations regarding the adequacy and completeness of investigations and other data collection methods, evaluating authenticity, veracity, and pertinence of data, and requesting additional information as required. Recommendations are made on whether a security clearance should be granted, denied, revoked, or suspended. The specialist recommends and coordinates the execution of polygraph examinations and/or interviews based on acute analysis of data, composing appropriate communications to FBI HQ Divisions and FOs to initiate these actions with detailed justifications and specific instructions. The role correlates and assimilates all data obtained and developed, preparing a formal written analysis of security concerns, vulnerabilities, risks, and their resolutions. This includes thorough consideration of information developed, degree of security risk, special staffing requirements, individual's specialized qualifications, and the "whole-person" concept, providing recommendations for adjudication decisions on a case-by-case basis. The specialist coordinates and correlates investigative activity, information gathering, and matters of mutual interest between FOs, Legal Attaches, other Government agencies, and private industry. This involves making appropriate contacts to provide guidance, obtain and relay information, identify specific objectives, and help resolve complex problems or conflicting information. The specialist remains alert to and identifies undesirable trends, keeping the Government lead informed. As required, the specialist advises of the need for follow-on actions and/or participates in or conducts security briefings. The role ensures all FBI employees and contractors are properly advised of potential security risks/vulnerabilities and debriefed as necessary. The specialist receives and follows guidance from the Government lead, processing assignments independently for all aspects of investigations and report preparation. General policy is applied in initiating actions or providing information for the resolution of unusual problems, advising the Government lead of such actions. Consultation with the Government lead occurs on policy matters that are inherently governmental functions. The specialist ensures all work products submitted to the Government lead are technically accurate and ready for disposition, and that correspondence reflects soundness of judgment and adherence to FBI policy and procedures. The role analyzes investigation results, including interviews and polygraph examinations, to ensure all issues are resolved, information gaps are covered, and areas of concern are addressed to support eligibility determinations for national security information access. Cases are handled in compliance with FBI policies and legal requirements. The adequacy of reporting information is determined, leads are developed, and guidance is provided to the field during investigations. Adherence to DOJ Orders and FBI regulations and instructions affecting background investigations is required.

Requirements

  • Must have an Active Top Secret US Government Clearance.
  • US Citizenship is required to maintain a Top Secret Clearance.
  • Bachelor’s degree
  • 10 years of experience in federal law enforcement or 15 years of experience in the personnel security investigative or investigative analyst field.
  • Alternative: Associate’s degree with 12 years of experience in federal law enforcement or 17 years of experience in the personnel security investigative or investigative analyst field). Must be approved by the CO of the Order
  • Technical training/certification as an investigator and/or adjudicator is required.
  • Computer skills required: MS Office Suite skills
