About The Position

A Personnel Commission is a non-partisan public body responsible for the administration of a "merit system" in a public school district. The Commission oversees employee selection, retention, and promotion of classified (non-teaching) on a merit basis. The Personnel Commission in the Compton Unified School District consists of three (3) members. One member is appointed by the Board of Education; one member is appointed by the largest classified Bargaining Unit within the School District; and these two members appoint a third member as a neutral Commissioner. Terms of Office are for three (3) years on a staggered term basis with one Commission vacancy occurring every year on December 1. Commission meetings are held at least once per month. There is a possibility of up to a maximum of five (5) meetings per month. Compensation for each meeting is limited to $50.00 per meeting; not to exceed $250.00 per month.

Requirements

  • Be a registered voter and resident within the territorial jurisdiction of the school district.
  • Be a known adherent to the principles of the merit system.
  • No member of the Governing Board of any school district or a county Board of Education shall be eligible for appointment, reappointment, or continuance as a member of the Personnel Commission.
  • During his or her term of service, a member of the Commission shall not be an employee of the school district.
  • Residence is that place in which his or her habitation is fixed, wherein the person has the intention of remaining, and to which, whenever he or she is absent, the person has the intention of returning. At a given time, a person may have only one residence.

Responsibilities

  • To cooperate with the Governing Board (School Board) and administrators in the quest for competent employees and good personnel administration.
  • To represent the interests of the general public by providing a personnel system dedicated to hiring and keeping competent workers in the classified (non-teaching) service of the jurisdiction.
  • To see that classified employees receive fair and equitable treatment.
  • Recruitment, testing, selection (hiring), promotion, evaluation and retention of classified employees on the basis of merit as shown by competitive examination.
  • Career Service.
  • Like pay for like service.
  • Impartial hearing of Appeals from severe disciplinary actions.
  • Prohibition against discrimination.

Benefits

  • Compensation for each meeting is limited to $50.00 per meeting; not to exceed $250.00 per month.
