About The Position

The Tax Division within Washington County’s Department of Assessment and Taxation (A&T) is seeking a Personal Property Tax Collector. This position reports directly to the Tax Collection Supervisor. The Department of Assessment & Taxation (A&T) Collections unit bills more than 200,000 property accounts and collects more than $1billion in revenue each year. Revenues are distributed to cities, schools, and other taxing districts within the County. The Personal Property Tax Collector (PPTC) position is critical in ensuring the lawful and effective collection of delinquent personal property taxes owed by businesses and individuals throughout the County. This role involves problem solving, fieldwork, and making a direct impact on community services.

Requirements

  • Possession of a high school diploma or equivalent
  • Three (3) years of work experience in debt collections, local government tax collections, or experience dealing with business bankruptcy procedures.
  • Possession of a driver's license valid in the State of Oregon and an acceptable driving record per Washington County policy.

  • Proficiency in interpretating laws and regulations

  • Comfortable performing administrative support tasks such as processing payments, answering phones, and assisting teams within the Collection Unit processes.

Responsibilities

  • Manage a diverse caseload of delinquent personal property, machinery, equipment, and utility tax accounts
  • Conduct fieldwork, including site visits, serving legal documents, and collecting delinquent taxes
  • Prepare and issue legal notices such as warrants, garnishments, seizure notices, and demands
  • Perform detailed investigative research to locate taxpayers, assets, business activity, and transaction history
  • Work with banks, attorneys, courts, the Sheriff’s Office, and secured creditors
  • Monitor account status and adjust collection strategies based on payments bankruptcy filings, and case complexity
  • Handle bankruptcy-related procedures, including communication with bankruptcy court
  • Provide guidance to internal staff regarding collection procedures and investigative methods
  • Maintain accurate, compliant records and support administrative functions within the unit
  • Various administrative entry tasks such as taking payments, answering phones, and assisting with the various teams in the Collection unit.
