The Personal Financial Counselor provides personal financial services at assigned military installations, delivering comprehensive counseling and education to military service members and their families. Services may include individual counseling, consultation with commanders or other providers and staff, briefings and presentations, and referrals to resources outside counseling sessions. The counselor works closely with installation and military-branch points of contact to ensure services remain within scope and meet installation needs. The role includes helping service members establish spending plans for extended absences; developing informational financial materials; and coordinating, publicizing, and conducting personal financial management classes and workshops. Topics may span the military lifecycle, including arrival at a first duty station, pre- and post-deployment, and personal and career events outlined in DoDI 1322.34. The counselor also responds to requests for age-appropriate classes or seminars and may use approved virtual counseling and secure electronic communications when authorized by the OSD FINRED Program Office. The counselor manages duty-to-warn situations according to DoD protocol, communicates with leadership, participates in individual and group supervision, and shares installation trends and issues. The position also involves in-service training, quality-improvement committees, and other assigned contract activities. Additional duties may be assigned consistent with the role. Employees must understand and comply with applicable security responsibilities, legal, regulatory, contractual, and internal policy requirements.
