We are currently seeking a dedicated and accomplished Permitting Compliance Manager for the Hudson Tunnel Project (HTP). The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. This is a milestone project that is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history. As the Permitting Compliance Manager, you will play a pivotal role in the delivery of this significant project. Requirements

  • Bachelor's degree in Environmental Science, Environmental Engineering, or a related field.
  • 5+ years experience in environmental compliance, ideally on large-scale infrastructure or transportation projects.
  • Experience with tunneling, excavation, or heavy civil construction is a plus.
  • Good knowledge of management principles and operational controls through the delivery lifecycle.
  • Experience in development and implementation of tools and techniques in an operational environment.
  • High level of knowledge and understanding of current industry standards and regulations.

Responsibilities

  • Monitor permitting requirements and ensure compliance throughout the project lifecycle.
  • Oversee environmental inspections, sampling, and monitoring programs to assess the project's impact on air, water, soil, and wildlife.
  • Prepare and submit required reports to regulatory agencies.
  • Manage the process of obtaining environmental permits and approvals, including coordination with agencies like the EPA, USACE, NOAA, NMFS, USFWS, NJDEP, NYSDEC, and local authorities.
  • Track compliance with permit conditions and documentation.
  • Identify potential environmental risks and implement mitigation strategies.
  • Respond to environmental incidents, investigate causes, and develop corrective action plans.
  • Ensure the project adheres to federal, state, and local environmental laws and regulations such as NEPA, Clean Water Act, and Endangered Species Act.
