About The Position

The City of Box Elder is seeking an experienced Permit Technician to join their Planning and Zoning Department. This role provides technical and customer service support for building permitting and other office operations. The ideal candidate will have excellent communication skills, attention to detail, and strong customer service abilities. Requirements

  • High School Diploma/GED
  • Two (2) years of administrative support experience
  • Eligible to become a Notary Public for the State of South Dakota
  • Valid South Dakota Driver's license, or the ability to obtain one within 90 days of the hiring date
  • Knowledge of policies and procedures related to planning and zoning.
  • Knowledge of relevant computer applications, including word processing, data entry, report generation, and database management.
  • Knowledge of business arithmetic, applicable statutes, and government regulations.
  • Knowledge of business letter writing and professional document formatting.
  • Knowledge of record-keeping principles and practices.
  • Knowledge of applicable codes, ordinances, and regulations.
  • Knowledge of standard administrative practices and procedures, including filing and the operation of standard office equipment.
  • Knowledge of effective interpersonal and customer service techniques.
  • Knowledge of computer applications and software related to the work.
  • Knowledge of South Dakota notary guidelines and procedures.
  • Skill in performing technical, specialized, and complex office support work.
  • Skill in interpreting and communicating complex rules, policies, and procedures.
  • Skill in organizing and maintaining departmental files and records.
  • Skill in prioritizing and organizing work effectively to meet deadlines.
  • Skill in providing excellent customer service to internal and external stakeholders.
  • Skill in utilizing office equipment, including computers, scanners, fax machines, and copiers.
  • Skill in entering data accurately into specified computer software applications.
  • Skill in contributing effectively to team or work unit goals.
  • Skill in building and maintaining positive working relationships with colleagues, supervisors, and external contacts; demonstrating tact, diplomacy, and cultural sensitivity.

  • ICC Permit Technician Certification highly desired.

Responsibilities

  • Assists customers with accessing, completing, and submitting permit applications through an online permitting system.
  • Answers telephone and greets visitors, referring them to appropriate personnel.
  • Responds to inquiries regarding regulations, property zoning, floodplain development, and permits, referring complex questions as needed.
  • Reviews permit applications and plans for completeness and communicates deficiencies to applicants.
  • Routes applications, plans, and supporting documents to appropriate personnel.
  • Prepares, issues, and records approved permits.
  • Receives and schedules requests for inspections and distributes them to inspectors.
  • Enters and updates data in a software database related to new development.
  • Prepares and maintains electronic and hard copy files.
  • Maintains and updates recording expenses, forms, and databases.
  • Prepares monthly reports and distributes them to appropriate parties.
  • Promotes and supports the overall mission of the City by demonstrating courteous and cooperative behavior.
  • Performs related duties as assigned.
