About The Position

The Oregon Department of Transportation (ODOT) is seeking a Permit Specialist to join the Deliver & Operations Division – Region 3 District 7 in Roseburg. This role involves reviewing permits, construction plans, and related documents to ensure compliance with ODOT requirements and safety standards. The specialist will collaborate with the public, utility and construction companies, engineers, and other partners, providing guidance, answering questions, and finding practical solutions. The ideal candidate will have experience reading plans and maps, delivering strong customer service in demanding situations, utilizing computer systems for research, and maintaining organization while managing deadlines and attention to detail. Requirements

  • Three years of experience in the field of engineering in construction inspection, surveying and/or permitting; OR An associate degree in the field of engineering (civil or transportation-related) and one year of engineering technician experience; OR A bachelor’s degree in the field of engineering (civil or transportation-related); OR An equivalent combination of experience, education, and training.
  • Related experience, education, and training can include, but is not limited to construction management, forestry, geography, geology, geomatics, mathematics, physics, remote sensing and/or urban planning.
  • Valid US driver license and an acceptable driving record.

  • Experience reading plans, standard drawings, and permits.
  • Experience communicating with peers, managers, and the public in a timely manner.
  • Experience providing customer service to those who disagree with plans or projects.
  • Experience with computer programs to aid in researching tax lots and maps.
  • Experience with attention to detail and the ability to manage, prioritize, and complete multiple projects with conflicting deadlines and work unaccompanied with time management skills.

Responsibilities

  • Coordinate with internal and external professionals to ensure compliance with laws and plans.
  • Attend meetings and assist local planning departments with permits, plan reviews, and recommendations.
  • Provide forms and information to permit applicants.
  • Process utility, road approach, and other types of permits.
  • Make recommendations on the advisability of granting permits.
  • Conduct field visits and find solutions to meet the needs of applicants and ODOT requirements.
  • Work with managers and others to research and resolve issues on right of way encroachments, illegal signs, and other situations.
  • Review construction plans, calculations, locations, and other data using engineering practices.
  • Develop custom project provisions and specifications for permit requirements.
  • Conduct final inspections, approve construction, and ensure highway facilities are restored to their original condition.
  • Maintain records, files, maps, drawings, and tasks for permits.
