About The Position

The NYC Department of Environmental Protection (DEP) is seeking a City Planner 2 to serve as a Permit Coordinator for the Permitting section. This role provides permitting support and coordination of regulatory and environmental review compliance programs for the Bureau of Engineering Design & Construction's (BEDC) capital projects. The selected candidate will be responsible for permit identification, acquisition, and compliance throughout the project life cycle, as well as developing and reviewing permit applications and environmental review documentation. This position involves interaction with regulatory agencies, providing regulatory guidance to project teams, and maintaining permit tracking databases. The role requires performing regulatory research, evaluating scientific/technical data, conducting accuracy reviews of technical information, and performing data and statistical analyses to support environmental assessment statements (EAS) and permit documentation for various regulatory programs. Daily activities include quantitative and statistical analyses, data entry and management, reviewing design and construction documents, interpreting technical reports, preparing permit applications, and reviewing regulatory guidance. Additional responsibilities include record maintenance, report writing, correspondence, presentations, and coordinating meetings with project teams and regulatory agencies. The ultimate goal is to ensure optimal efficiency in permit identification, acquisition, compliance, and environmental reviews.

Requirements

  • Permanent Civil Service City Planners are eligible to apply.
  • A master’s degree from an accredited college or university in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or a related field; OR
  • A baccalaureate degree from an accredited college or university and one year of satisfactory full-time experience in city planning such as in the review and development of housing, transportation, environmental, and city-owned land planning projects; OR
  • A satisfactory combination of education and/or experience that is equivalent to the above.
  • Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college or university for one year of experience.
  • All candidates must have a baccalaureate degree.
  • To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described above.

Responsibilities

  • Provide permitting support and coordination of regulatory and environmental review compliance programs for BEDC’s portfolio of capital projects.

  • Prepare permit applications.

  • Write reports and answer general correspondence.
  • Prepare and conduct presentations.
  • Attend and coordinate meetings with Bureau project teams and local, state, and federal environmental regulatory agencies.
