About The Position

The NYC Department of Environmental Protection (DEP) is seeking a Civil Engineer 3 to serve as Permit Closeout and Inspection Supervisor for the Stormwater Construction and Maintenance Permitting Unit. This unit is responsible for the implementation of the Unified Stormwater Rule, which requires stormwater management for construction to protect city infrastructure, reduce stormwater entering sewers, and improve waterway quality. The role involves supervising the closeout of Stormwater Pollution Prevention Plans (SWPPPs), issuance of Maintenance Permits, and conducting inspections for active construction sites and long-term stormwater management practices. The DEP is the largest combined municipal water and wastewater utility in the country, providing high-quality drinking water, managing wastewater and stormwater, and reducing pollution.

Requirements

  • Four (4) years of full-time, satisfactory experience in civil engineering work.
  • A valid New York State Professional Engineer’s License.
  • Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.

Nice To Haves

  • A masters degree in civil engineering from an accredited college or university may be substituted for one year of the civil engineering experience required.
  • At least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.

Responsibilities

  • Supervises SWPPP closeouts and issuance of Maintenance Permits.
  • Oversees inspections for active construction sites and long-term stormwater management practices.
  • Performs mathematical calculations.
  • Works with minimal supervision supervising intern and assistant level civil engineers and project managers and associate project managers.
  • Provides direction and engineering oversight for review of stormwater pollution prevention plans.
  • Coordinates and oversees field inspection staff for implementation and enforcement of stormwater pollution prevention plans.
  • Checks and oversees the checking of as-built plans submitted by applicants to show conformance with rules.
  • Participates in field survey operations by acting as instrument person, rodman, chainman or, when necessary, as chief of party on routine surveys to determine if stormwater management practices are constructed in accordance with approved plans.
  • Inspects premises, witnesses soil testing and the construction, demolition or alteration of structures for compliance with the provisions of law, rule, or regulation.
  • Reviews maps, plans, drawings, and specifications for the construction, demolition or alteration of structures in connection with the issuance of pertinent New York City Stormwater Construction Permit and Stormwater Maintenance Permit and compliance with the provision of law, rule, or regulation.
  • Prepares associated reports and correspondence and maintains records.
  • Performs related work.
